Senior Change Management Consultant & Business Analyst (Implementation of Student Information System) Location: 100% Remote (Must work in Saskatchewan Time Zone) Workload: Full-time, 40 hours per week Contract Duration:December 3, 2025 – September 3, 2026 (≈11 months) Extension: Expected; will be negotiated 60 days before contract expiry Equipment: Consultant must provide their own laptop/equipment.
The Senior Change Management Consultant & Business Analyst will support the province-wide implementation of the new Student Information System (SIS) across colleges and institutes in Saskatchewan. This is a combined role responsible for leading organizational change (60%) and providing business analysis (40%) throughout the implementation lifecycle. Change Management Consultant – 60% • Lead organizational transformation across colleges and institutes
• Develop actionable change management strategies and business readiness plans
• Evaluate people/process/system impacts of SIS implementation
• Identify resistance points and people-side risks; develop mitigation strategies
• Manage all change-related activities including learning, training, and communications • Serve as Training Lead:
– Develop training plan, content, materials
– Coordinate rollout
– Work closely with SMEs to translate business processes into training
• Collaborate with project team, colleges, vendor(s), and Government of Saskatchewan
• Support long-term sustainment of change initiatives Business Analyst – 40% • Elicit, validate, specify, and manage business and functional requirements
• Ensure complete requirements traceability throughout the project life cycle
• Capture as-is and to-be workflows, business processes, and business rules
• Act as a bridge between business stakeholders and technical solution teams
• Work on Transition to Operations with colleges and vendor
• Liaise closely with Ministry of Advanced Education
• Collaborate directly with Senior Business Analyst & Technical Lead

• Existing documentation for OCSM (legacy SIS) will be provided

• Combination of education + experience accepted
• Certifications considered assets:
– PROSCI (Change Management)
– IIBA (CBAP/CCBA)
Knowledge Assets
• Familiarity with Saskatchewan post-secondary sector is an advantage
• Experience leading transformation in SaaS / enterprise systems preferred
