Data Analytics and Power BI Analyst
Portfolio: Capability Lifecycle Management | Reports to: Program Manager
POSITION SUMMARY
Acquired Data Solutions (ADS) is seeking a Data Analytics and Power BI Analyst to support the Transportation Security Administration's Capability Lifecycle Management portfolio within Security Capabilities Portfolio Management (SCPM). SCPM delivers mission-driven security capabilities to the frontline and rapidly fields security solutions through its corps of acquisition professionals.
You will provide technical and analytical support for the requirements definition, evaluation, and documentation of data analytics and visualization solutions, such as Power BI dashboards, used for performance metrics and forecasting. You will also support the collection, analysis, validation, and reporting of capacity and throughput data to airport stakeholders.
You will work with program and operational stakeholders to define measures, integrate and validate source data, and explain what the results mean for Government decision-makers. Dashboards and other visual outputs you build must conform to Section 508 accessibility standards.
KEY RESPONSIBILITIES
Dashboards and analytics solutions
- Gather, document, and evaluate requirements for dashboards, performance measures, forecasts, and recurring reports, including for Government-owned or Government-operated solutions.
- Develop and maintain Power BI dashboards and other data visualizations for performance metrics and forecasting.
- Support the application of advanced analytics, and where appropriate machine learning and artificial intelligence, to improve analysis and decision-making.
- Develop performance metrics documentation and dashboard test plans and build guides.
- Analyze performance metrics and provide written recommendations and advice to the Government based on the results.
Data integration and quality
- Collect, clean, combine, and validate data from program and operational sources, and support data integration efforts.
- Support integration of financial and performance data from TSA sources, including Oracle Analytics, into Power BI reporting.
- Document data definitions, calculations, assumptions, and known limitations.
- Recommend improvements to data collection, integration, quality, and reporting processes and tools.
- Protect PII and operational screening data in datasets and dashboards, and use artificial intelligence or machine learning only with Government-approved tools and data.
Capacity and throughput reporting
- Support the collection, analysis, validation, and reporting of capacity and throughput data to airport stakeholders.
- Analyze trends in performance, capacity, throughput, and other assigned measures.
- Prepare reports and communication materials for portfolio leadership and airport stakeholders.
Section 508 accessibility
- Ensure dashboards, charts, and data visualizations conform to Section 508 standards, including WCAG 2.0 Level A and AA success criteria.
- Test web-based dashboards using the DHS Trusted Tester for Web methodology, and test Office and PDF outputs using DHS Accessibility Tests for Documents, coordinating with the Process and Project Analyst and Section 508 Coordinator.
- Prepare Section 508 test plans and test results when developing or modifying dashboards and other ICT, and ensure changes do not reduce existing accessibility conformance.
REQUIRED QUALIFICATIONS
- Bachelor's degree in data analytics, statistics, information systems, computer science, or a related field.
- 3 or more years of experience in data analysis and reporting, including hands-on Power BI development (data modeling, DAX, and Power Query).
- Experience preparing, integrating, and validating data from multiple sources, including working knowledge of SQL.
- Ability to translate stakeholder questions into useful measures and clear visualizations.
- Strong analytical writing and ability to explain findings and data limitations to nontechnical audiences.
PREFERRED QUALIFICATIONS
- Experience supporting TSA, DHS, or another federal capability or acquisition portfolio.
- Familiarity with Transportation Security Equipment (TSE) performance, airport screening capacity, or throughput data.
- Experience with forecasting, data integration, and performance metric design.
- DHS Trusted Tester certification, or experience designing and testing accessible dashboards for Section 508 conformance.
- Experience with Oracle Analytics (Oracle Business Intelligence Suite).
- Experience with Python or R for data preparation, statistical analysis, or machine learning.
- Microsoft Certified: Power BI Data Analyst Associate (PL-300).
