Technical and Engineering Analyst
Portfolio: Property Screening | Reports to: Program Manager; day-to-day direction from the Property Screening Portfolio Lead and Lead Systems Engineer
POSITION SUMMARY
Acquired Data Solutions (ADS) is seeking a Technical and Engineering Analyst to support the Transportation Security Administration's Property Screening portfolio within Security Capabilities Portfolio Management (SCPM). The portfolio acquires and sustains checked baggage and property screening capabilities, such as explosives detection systems (EDS) and checked baggage inspection systems (CBIS).
You will evaluate technical information related to screening capabilities and help Government personnel understand system performance, proposed changes, and engineering risks. The role requires someone who can examine technical evidence, work with subject matter experts, and present findings in a form that supports program decisions.
This role supports the SETA team's work to strengthen the Government's capacity to monitor, validate, and assure the quality and technical accuracy of contractor deliverables. The analyst provides analysis and recommendations to Government staff and does not perform inherently governmental functions, such as approving engineering changes or accepting deliverables.
KEY RESPONSIBILITIES
Technical review
- Review requirements, specifications, technical reports, test information, and contractor deliverables for completeness and consistency.
- Review Requests for Deviation (RFD) and Engineering Change Proposals (ECP); document their potential effects on requirements, performance, cost, and schedule, and provide technical insights and recommendations to Government staff.
- Identify and document any potential conflict of interest before reviewing contractor ECPs, RFDs, or other technical deliverables.
- Evaluate whether technical products align with documented requirements and established performance measures.
- Support Contracting Officer's Representatives and Technical Monitors in monitoring technical aspects of contract delivery.
Technical analysis
- Analyze system performance, interfaces, integration issues, and proposed technical alternatives, including support for alternatives analyses and system-level analysis.
- Identify technical risks and coordinate findings with program, acquisition, risk, and scheduling personnel.
- Support the application of digital engineering, model-based systems engineering (MBSE), and advanced analytics under the direction of senior engineers.
- Assist with the evaluation and implementation of emerging engineering technologies, and help ensure technical products align with applicable technical standards and best practices.
- Support the application of artificial intelligence and machine learning to system analysis and decision-making under the direction of senior engineers and within Government-approved tools.
Technical products and follow-through
- Support technical assessments, special studies, test plans, build guides, issue papers, and engineering briefings.
- Track technical questions, review comments, decisions, and corrective actions through resolution.
- Prepare clear recommendations for Government engineering and program staff.
- Support technical exchanges, working groups, and industry days with technical materials.
- Ensure deliverables are submitted in PDF and editable formats, conform to Section 508 accessibility standards in coordination with the Section 508 Coordinator and Technical Editor, and incorporate Government comments within five business days.

- Experience evaluating engineering changes, system interfaces, or contractor technical deliverables on a federal acquisition program.
- Familiarity with digital engineering or MBSE tools, such as CAMEO or ProModel.
- Familiarity with TSA and DHS acquisition policies, including the DHS Acquisition Lifecycle Framework (DHS Directive 102-01).
