Acquisition and Program Analyst
Portfolio: Passenger Screening and Canine | Reports to: Program Manager
POSITION SUMMARY
Acquired Data Solutions (ADS) is seeking an Acquisition and Program Analyst to support the Transportation Security Administration's Passenger Screening and Canine portfolio within Security Capabilities Portfolio Management (SCPM). SCPM delivers mission-driven security capabilities to the frontline and rapidly fields security solutions through its corps of acquisition professionals.
You will help Government program and acquisition personnel plan, document, and monitor the activities that deliver passenger screening capabilities across the capability management lifecycle. The position combines acquisition lifecycle support with program analysis, reporting, and coordination across technical and operational stakeholders.
The analyst supports Government staff with documentation, tracking, and analysis and does not perform inherently governmental functions such as contract award, direction of contractors, or acceptance of deliverables.

- Assist Contracting Officer's Representatives (CORs) and Technical Monitors in monitoring contract delivery, including tracking contractor deliverables, review comments, and outstanding actions.
- Review technical and engineering documentation such as Requests for Deviation (RFD) and Engineering Change Proposals (ECP), and provide technical insights and recommendations to Government staff.
- Support special studies and alternatives analyses as assigned.
- Support Government preparation and review of cost estimates and market research used in acquisition planning, such as ROM estimates and inputs to IGCEs, subject to OCI screening.
Program analysis and reporting
- Monitor program milestones and collect cost, schedule, and performance information for recurring and ad hoc status reports and briefings.
- Coordinate with financial, engineering, scheduling, and risk personnel to identify issues affecting acquisition plans or capability delivery.
- Support coordination with associate contractors on shared deliverables through the COR or designated Government representative.
- Provide schedule and milestone input to the integrated master schedule.
Records, communications, and meeting support
- Support the identification, organization, and documentation of official records, including requirements, acquisition records, contractor submissions, decisions, and lifecycle documentation.
- Support meetings, working groups, technical exchanges, and industry days; prepare agendas, materials, minutes (within five business days), and action trackers.
- Prepare technical internal and external correspondence, division responses, and responses to internal and external requests for information (RFIs).
- Review documents for completeness and consistency, and identify gaps requiring Government or subject matter expert review.
- Ensure deliverables are submitted in PDF and editable formats, conform to Section 508 accessibility standards, and incorporate Government comments within five business days.
