Duration: 12-month base + four 12-month option periods

Position Overview

SMX is seeking an experienced Content Development Lead / Section 508 Accessibility Lead to lead the development, maintenance, remediation, testing, and deployment of accessible learning content for the ORR Learning Center.

The ideal candidate combines eLearning and instructional-content expertise with hands-on experience in enterprise LMS environments, SCORM, Section 508, WCAG, accessibility testing/remediation, and multimedia learning.

Key Responsibilities

• Lead development, maintenance, and publication of digital training content.
• Develop and maintain SCORM-compliant courses and ensure proper LMS functionality.
• Lead Section 508 and WCAG compliance for learning materials.
• Test and remediate documents, presentations, multimedia, web content, and LMS courses for accessibility.
• Develop accessible templates, standards, and QA processes.
• Coordinate instructional design, content development, multimedia, and LMS deployment.
• Support migration and conversion of existing learning content.
• Validate course functionality, accessibility, and learner experience.
• Maintain content inventories, version control, documentation, and approvals.
• Develop job aids, guides, training materials, and other instructional resources.
• Coordinate with Government stakeholders, SMEs, LMS teams, and technical personnel.
• Support accessibility reviews, training delivery, learner communications, and training analytics.

Required Experience

• Enterprise LMS and eLearning content development.
• Instructional design or digital learning development.
• SCORM 1.2/2004.
• Section 508 and WCAG compliance.
• Accessibility testing and content remediation.
• Accessible documents and multimedia.
• LMS course deployment, testing, and troubleshooting.
• Content QA and training documentation.
• Stakeholder and SME coordination.

Preferred Qualifications

• 7+ years of eLearning, instructional design, or digital-content experience.
• 3+ years leading content-development initiatives.
• Bachelor's degree in Instructional Design, Education, Communications, IT, HCI, or related field, or equivalent experience.
• Direct Federal Section 508 experience.
• Client Trusted Tester or IAAP CPACC/WAS certification.
• SAP SuccessFactors Learning experience.
• Federal Government training-program experience.
• Experience creating accessible SCORM courses and multimedia.
• Experience remediating PDF, Word, PowerPoint, and web content.

This is a Key Personnel position. The candidate's resume will be submitted as part of SMX's Federal Government proposal and should clearly demonstrate relevant LMS, eLearning, SCORM, Section 508, and accessibility experience.
