Niyam IT is seeking an experienced Project Manager to lead delivery of a Radar Site and Spectrum Relocation Analysis Support program supporting a federal client that operates a nationwide network of weather radar (NEXRAD) facilities. This effort supports a broader federal initiative to repurpose spectrum for commercial licensed use, while ensuring the client agency retains its mission critical weather forecasting capabilities.

The Project Manager will own end-to-end program execution, including subcontractor management, deliverable and milestone tracking, nationwide site-visit logistics, and day-to-day relationship management with the client's Contracting Officer's Representative (COR), the program's technical point of contact, and regional field offices across the country. This position is fully remote, with minimal, occasional travel as noted below. This position is associated with a proposal submission and is contingent upon contract award. Candidates selected through this process may be considered for employment should the contract be awarded to our organization.

RESPONSIBILITIES

  • Serve as the primary point of contact and day-to-day program lead, building strong working relationships with the client’s COR, technical POC, subject matter experts, and other stakeholders.
  • Own and maintain the program’s milestone delivery schedule, tracking progress, deliverables, and contract requirements to ensure timely and technically sound completion.
  • Manage the FFP/CLIN contract structure, ensuring deliverables, milestones, payments, invoicing, and required program documentation remain aligned with contract requirements.
  • Plan and oversee subcontractor performance, including spectrum analysts, RF engineers, site surveyors, and other technical resources supporting spectrum analysis and nationwide site assessments.
  • Coordinate nationwide site visits, including site access approvals, travel planning, staffing, equipment logistics, and multi-site scheduling while managing cost and schedule considerations.
  • Lead program risk management and issue resolution, proactively addressing schedule, resource, scope, weather, site-access, and other operational risks and recommending mitigation strategies.
  • Lead recurring internal and client-facing status meetings and provide clear reporting on schedule, cost, risk, staffing, and deliverable status while ensuring client data is handled in accordance with CUI requirements.

MINIMUM QUALIFICATIONS

  • US Citizenship. 
  • Bachelor's degree in Business, Project Management, Engineering, or a related field (equivalent experience considered in lieu of degree).
  • 7+ years of project management experience, including at least 2+ years managing federal government IT contracts.
  • Demonstrated experience managing Firm-Fixed-Price (FFP) contracts with CLIN-based, deliverable- and milestone-driven payment structures.
  • Proven experience managing subcontractors, including scheduling, performance oversight, quality assurance, and cost tracking.
  • Experience coordinating multi-site field operations and staff travel logistics across a large, distributed geographic footprint.
  • Excellent written and verbal communication skills, with a demonstrated ability to build and sustain strong client relationships.
  • Experience developing and maintaining Quality Control Plans, milestone delivery schedules, and program status reporting.
  • Working knowledge of Controlled Unclassified Information (CUI) handling requirements.
  • Ability to travel occasionally (minimal) to support program kickoff, client meetings, or site coordination activities as needed.

PREFERRED SKILLS

  • PMP certification (or an equivalent project management certification).
  • Prior experience supporting a federal agency with mission-critical infrastructure, radar, or spectrum programs.
  • Familiarity with radar systems, telecommunications, spectrum management, or geospatial and survey services.
  • Experience coordinating field survey, RF/spectrum engineers, or similar technical field staff.
  • Familiarity with GIS/geospatial data platforms (e.g., Open-Source and Esri).
