Description

The Teachers' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems—including full retirement of the ALICE platform—and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS. TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma's six state pension systems. The modernization responds to long standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations. • Current state: o Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024 o Member portal modernized July 2025 o All IS resources support legacy systems while simultaneously building modernized ones o Project charter and Software Development Life Cycle established and in practice o Environment and foundation for modern applications defined and nearing completion • Expected outcomes: o All major systems operate on the Azure platform with improved performance, scalability, and maintainability. o Retirement of ALICE and elimination of legacy technical debt. o Reduced manual work, fewer errors, and significantly improved turnaround times. o A modern document storage and capture solution, with improved workflows and reduced fragmentation o Enhanced security posture. o Improved user satisfaction and accessibility. o Greater operational resilience and adaptability. o Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.

Requirements

• Knowledge of modern application development frameworks, programming languages, and secure coding practices • Knowledge of software development lifecycle (SDLC) methodologies, including Agile • Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition • Knowledge of TRS business rules, including those specific to the Pension Software System • Familiarity with legacy systems architecture, dependencies, technologies, and integration points • Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review • Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements • Skill in developing clear, actionable user stories and maintaining a prioritized backlog • Skill in developing APIs, system interfaces, and automation workflows • Ability to deliver high-quality work output with minimal defects • Ability to translate technical specifications into maintainable, production-ready software • Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers • Ability to manage multiple development tasks and meet established timelines • Ability to communicate complex concepts clearly to both technical and non-technical audiences

Location & Schedule

• Remote • In-person attendance may be required for some on-site meetings. Please note TRS will not reimburse travel expenses for contractors. Pursuant to the Central Purchasing Act (74 O.S. § 85.40), any travel expenses incurred by contractors or agents of contractors providing goods or services to the state must be included in the contract award and paid as a part of the contract payment.
