Job description

Job Title: Business Analyst - Student Financial Assistance
Location: Remote
Duration: 6 Months

Experience levels should be:

MANDATORY

  • 7+ years of relevant experience in a business analyst role
  • 5+ years working in an IT or software development environment
  • 2+ years experience working within a government
  • 2+ years experience with financial loan systems

Like to have

  • 2+ years' Experience with Financial loan systems
  • Experience working with the department of Education
  • Certification in recognized business analysis framework, such as BABOCK
  • Experience implementing Complex IT case management systems

Responsibilities could include but not be limited to:

  • Experience with financial workflows and ERP/accounting integration
  • Experience managing bodies of requirements for large custom software suites
  • Experience with business process improvement techniques and tools
  • Experience with gathering requirements for the design of Business Intelligence products and dashboards
  • Experience interfacing with developers, translating business requirements into technical features and use cases
  • Experience working on options analysis for large capital investments, especially in the public sector
  • Experience in the design of identity, privacy, authentication or security service
  • Plan and coordinate business analysis activities, including stakeholder identification, requirements management, and traceability.
  • Engage stakeholders through interviews, workshops, consultations, and facilitated sessions to gather and validate business needs.
  • Document and analyze business, functional, non-functional, reporting, security, and compliance requirements.
  • Assess current-state business processes and identify gaps, inefficiencies, risks, and opportunities for improvement.
  • Develop future-state business processes, workflows, user stories, use cases, and supporting documentation.
  • Work with technical teams and vendors to ensure proposed solutions align with approved business requirements and project objectives.
  • Support change request assessments, impact analysis, solution design reviews, and decision-making activities.
  • Assist with test planning, test scenario development, user acceptance testing, and validation of business requirements.
  • Support implementation readiness, training materials, business procedures, deployment activities, and transition to operations.
  • Contribute to project closeout by confirming requirements completion, documenting lessons learned, and supporting final business analysis deliverables.

  1. Describe a time when you worked as a business analyst for a complex IT software implementation. Please state if the software was a SAS, COTS or custom. What were some of the unique challenges of this sort of implementation?
  2. How would you approach developing requirements for a reusable, enterprise solution - that might be used by 10 different business units with similar needs. What would you do differently than if you were working with just a single business unit?
  3. Describe a time when you worked on requirements and business process design for a business process involving approvals, financial integration, accounting, and similar highly regulated, sensitive transactions. What are some special risks, issues, considerations and techniques from a business analysis perspective?
  4. What experience do you have working in the Department of Education within the Canadian Public Sector
  5. Please explain your experience working with financial loan systems.

Possible extensions

· 12 months

First term will be up until March 31st. After that, if both parties agree, an extension of up to (12) months, may be permitted under the original terms. No extension beyond that will be permitted.

Required Background Check

Working Hours

· A full-time resource is desired - ideally, 7.5 hours per day on Mountain Standard Time, 8:30 to 5:00, or 37.5 hours per week. However, the amount of time worked per day/week and the exact working hours can be negotiated, based on where the resource is located and other factors.

· Monday to Friday with exception to Provincial holidays

Location

· Remote position within Canada

· The work must stay within Canada; no exceptions will be made to this.

Equipment

· Resource must provide their own computer and related equipment and ensure they have the necessary access and credentials to the GNWT system.

  • The computer's operating system must be a modern version of Windows or MacOS. Windows is preferred due to better compatibility.

· Fixed rate quote must be inclusive of all overhead, equipment, etc.

· Mandatory Training - Resource must complete all mandatory training upon hire.

Submittals

· Max number of submissions per supplier will be 2. When the Requestion is closed to new submissions the first 2 job seekers per supplier will be evaluated, any additional submissions over the allotment will be Rejected

  • Rate: The rate quoted must be inclusive of all overhead, office space and equipment, supplies, administrative burden, mark-up, and all other costs.
  • RESUME: Must be included.
  • Experience Detail: Resume must clearly describe all required experience within the context of the job/project where it was gained. Simple copying is insufficient.
  • Date Format: Each job/project must contain the term in the format MMM/YYYY to MMM/YYYY.
  • Pre-Qual Answers: Answers to the pre-qualifying questions must be provided.
