Job Summary:
We are seeking a Business Analyst to support the operations and maintenance of a federal agency’s DevSecOps software development platform. This platform is used by development teams across the agency to build and deploy custom applications for internal, cross-agency, and external use. The selected candidate will play a key role in requirements elicitation, stakeholder communication, documentation, and supporting continuous platform improvement efforts

Key Responsibilities:
  • Create and maintain end user documentation to support platform adoption and operational continuity.
  • Manage and maintain SharePoint sites used for internal documentation and team collaboration.
  • Communicate with end users through ticketing and request systems, providing timely support and resolution.
  • Apply strategic thinking, scoping, requirements elicitation, and requirements management independently on complex projects.
  • Facilitate meetings, conduct stakeholder interviews, and produce formal written documentation and presentations.
  • Support operations and maintenance of the agency’s DevSecOps platform.
  • Assist in developing CI/CD pipeline support documentation and process guidance for development teams.
  • Support review of application security findings and assist in remediation coordination as needed.
  • Translate technical concepts into clear, non-technical language for diverse audiences.
  • Collaborate with product owners and stakeholders to align on and validate requirements before work begins.

Required Skills & Experience:
  • Bachelor’s degree in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science, or related field; or equivalent combination of education and experience.
  • 3–5 years of experience in a Business Analyst or related role.
  • U.S. Citizenship required; ability to obtain and maintain a Public Trust clearance.
  • Proficiency in analytical, project planning, negotiating, interpersonal, and written and oral communication skills.
  • Experience creating and maintaining end user documentation and knowledge base articles.
  • Experience with document repository tools such as SharePoint or Confluence.
  • Strong active listening skills and ability to translate technical concepts for non-technical audiences.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience with Agile-based tools such as Azure DevOps, Jira, GitHub Enterprise, or Trello (preferred).
  • Advanced knowledge of SDLC methodology and UML (preferred).
  • Experience with ticketing systems such as ServiceNow or similar platforms (preferred).
  • Familiarity with CI/CD pipelines and DevSecOps practices in a federal environment (preferred).
