Position Summary

SMX Services & Consulting, Inc. is seeking an experienced OpenText Architect — Lead to serve as Key Personnel for the modernization of the Hanford Integrated Document Management System.

The selected architect will lead the technical design and execution of a side-by-side upgrade from OpenText Content Server 21.1 to OpenText Extended ECM Platform X1/xECM 26.x. The enterprise environment supports more than 8,000 users and includes large-scale records, database, custom-development, integration, identity-management, storage, testing, cybersecurity, and operational-transition requirements.

The OpenText Architect will provide overall solution architecture, upgrade leadership, environment validation, technical coordination, cutover planning, rollback planning, integration oversight, testing support, production deployment support, and knowledge transfer.

Essential Responsibilities

  • Lead the architecture and technical design for the upgrade from OpenText Content Server 21.1 to xECM 26.x.

  • Develop and document the current-state and target-state architectures.

  • Design a side-by-side upgrade approach that permits the existing production environment to remain operational until the upgraded environment is tested, validated, and accepted.

  • Provide technical leadership for parallel development, test, and production environments.

  • Validate OpenText prerequisites for HMIS-provided infrastructure, including:

    • Windows Server 2022 or another supported version

    • Red Hat Enterprise Linux 9

    • Oracle 19c

    • Virtual-machine infrastructure

    • Network connectivity

    • NetApp storage

  • Lead installation and configuration planning for xECM 26.x.

  • Develop the technical strategy for decommissioning OpenText Archive Center and relocating archived content to HMIS-provided NetApp storage.

  • Oversee the technical assessment, upgrade, remediation, or replacement of:

    • OScript modules

    • OpenText Builder customizations

    • Workflows

    • LiveReports and WebReports

    • .NET applications and services

    • Oracle database objects

    • CWS and REST integrations

    • Enterprise Connect

    • Fastman components

    • ColdFusion Loadzone

    • G2 and related interfaces

  • Lead architecture for OpenText Directory Services, single sign-on, multifactor authentication, SAML, OIDC, TLS 1.3, and Oracle Transparent Data Encryption.

  • Establish technical standards, configuration baselines, design-review procedures, and technical acceptance criteria.

  • Coordinate technical activities with HMIS infrastructure, database, application, cybersecurity, records-management, business, and operations and maintenance stakeholders.

  • Coordinate with OpenText and Oracle support resources to resolve product defects and obtain necessary fixes.

  • Review and approve technical designs, migration plans, installation plans, testing plans, cutover plans, rollback plans, and recovery procedures.

  • Support functional, integration, regression, database, performance, security, and user-acceptance testing.

  • Lead or support production-readiness reviews and go/no-go decisions.

  • Provide technical leadership during production deployment and the 90-day hypercare period.

  • Support scheduled hypercare coverage and critical Severity 1 escalation responsibilities.

  • Participate in daily issue reviews and weekly incident and trend reporting during hypercare.

  • Develop technical documentation, installation records, operational playbooks, and knowledge-transfer materials.

  • Conduct knowledge-transfer sessions for HMIS administrators, developers, database personnel, operations personnel, and other stakeholders.

  • Ensure technical work complies with HMIS cybersecurity, privacy, configuration-management, records-management, quality, and change-control requirements.

  • Participate in the post-proposal technical presentation if SMX is selected for the presentation phase.

Mandatory Qualifications

Candidates must demonstrate all of the following:

  • At least 10 years of experience with OpenText Content Server in a lead role.

  • Experience leading side-by-side or parallel OpenText upgrades from versions 16.x or 21.x to 26.x.

  • Current OpenText Certified Professional credential.

  • Experience designing parallel development, test, and production environments.

  • Expertise in production cutover planning.

  • Expertise in rollback, contingency, and business-continuity planning.

  • Experience with enterprise OpenText architecture, installation, configuration, integration, and modernization.

  • Experience integrating OpenText with:

    • Oracle databases

    • Microsoft .NET applications and services

    • Identity and access-management systems

    • Enterprise storage platforms

    • Custom modules

    • External applications and interfaces

  • Experience supporting secure or highly regulated enterprise environments.

  • Ability to lead multidisciplinary technical teams and communicate effectively with technical and executive stakeholders.

  • Strong technical writing, documentation, briefing, and presentation skills.

Preferred Qualifications

  • OpenText Certified Technical Architect.

  • Certified OpenText Specialist or Upgrade Consultant.

  • OpenText Certified Implementation Specialist.

  • Experience supporting OpenText environments with at least 5,000 users.

  • Experience with large-scale content migrations involving millions of records and multi-terabyte databases.

  • Experience with Oracle 19c and Red Hat Enterprise Linux 9.

  • Experience with OTDS, SAML, OIDC, MFA, TLS 1.3, and Transparent Data Encryption.

  • Experience supporting the Department of Energy, another federal agency, or a similarly regulated environment.

The additional OpenText certifications listed above are project-team coverage requirements. They are preferred for this specific candidate unless SMX assigns this individual to satisfy one or more of those certification functions.

Citizenship, Security, and Access Requirements

  • U.S. citizenship is mandatory.

  • All contract work must be performed while the individual is physically located within the United States.

  • Dual U.S. citizens are eligible as U.S. citizens.

  • Non-U.S. citizens and lawful permanent residents who are not U.S. citizens are not eligible for contract performance.

  • The selected candidate must successfully complete applicable Personal Identity Verification and HSPD-12 background processing.

  • The selected candidate must complete required Hanford General Employee Training.

  • Remote access will be provided only through authorized HMIS systems and infrastructure.

Remote, Onsite, and Hypercare Expectations

The position is expected to be performed primarily remotely from within the United States. The selected candidate must be available for authorized onsite activities in Richland, Washington, including technical reviews, testing, cutover preparation, deployment, or stabilization support.

During the 90-day hypercare period, the project team must support:

  • Standard coverage from 7:00 a.m. to 5:00 p.m. Pacific, Monday through Friday

  • 24-hour, seven-day Severity 1 on-call support

  • One-hour Severity 1 initial response

  • Eight-hour Severity 1 restoration target, where applicable

  • Daily issue reviews with HMIS operations and maintenance personnel

  • Weekly incident and trend reporting

Coverage will be assigned across the project team. The architect must be available for critical technical escalation, incident coordination, and decision support.

Key Personnel Requirement

This position is designated as Key Personnel. The individual proposed for this role may not be replaced after award without prior written notification to and approval from the appropriate HMIS representative.
