In this position you will serve as a Development Manager / Scrum Master for the Mission Performance & Security Systems Directorate. We are seeking a candidate who will have primary responsibility of delivery execution for a defense program advancing system development and architecture for national security space missions. This is a dedicated leadership role, and your focus will be to ensure that a
team of exceptional engineers delivers on time, with clear priorities, disciplined processes, and zero unnecessary friction. The candidate will oversee sprint planning, backlog management, milestone tracking, and cross-functional coordination; work directly with the project lead and an engineering team spanning software development, MLS, cloud, infrastructure, and systems engineering to translate ambitious program objectives into structured, achievable delivery plans; and be the person who sees around corners - surfacing risks and removing blockers before they become delays. The successful candidate must possess the necessary skill sets to ensure the engineering team is effective by organizing the work, protecting their focus, and driving delivery with the kind of discipline that defense programs demand. Over time, the candidate will extend this delivery excellence across additional Stellar programs, building the processes and standards that allow the organization to take on more ambitious work. Additional key responsibilities will be: (1) Oversee the Agile delivery process - sprint planning, standups, reviews, and retrospectives; (2) Manage and prioritize the product backlog with the project lead; ensure work items are clearly defined, scoped, and aligned with milestones; (3) Track progress against quarterly milestones and deliverables with clear status visibility to leadership; (4) Identify and
escalate risks, blockers, and dependencies early - resolve proactively before they impact delivery; (5) Establish definition-of-done, acceptance criteria, and workflow standards; (6) Facilitate cross-functional coordination between MLS, cloud, lab infrastructure, and systems engineering workstreams; (7) Manage team capacity planning and flag over-commitment before it happens; (8) Define and improve project management processes - issue tracking, labeling conventions, reporting cadences; and (9) Extend delivery management practices to additional programs as the organization grows.
Requirements:
Clearance: Active U.S. Secret clearance required; TS/SCI preferred.
Citizenship: Candidate must be a United States citizen.
Education:
BS in Engineering, Computer Science, Information Systems, Project Management or a related technical field.
An advanced degree is preferred.
Experience:
8+ years in development management, Scrum Master, or delivery lead roles for DoD or national security programs.
Required Skills:
Demonstrated Agile delivery management for engineering teams of 5–15 on classified or compliance-driven programs.
Experience with DevSecOps tooling and CI/CD-integrated project management workflows (issue tracking, MR workflows, pipeline
visibility).
Strong understanding of defense delivery constraints: classification access restrictions, compliance documentation, government
review cycles, multi-stakeholder coordination.
Ability to translate program objectives into structured, prioritized work items with clear acceptance criteria.
Excellent communication — concise leadership updates and productive team facilitation.
Desired Skills:
CSM, SAFe Agilist, PMI-ACP, or PMP certifications.
Familiarity with DevSecOps tooling ecosystems (CI/CD, container registries, IaC workflows).
Experience with MBSE and SysML v2 modeling tools.
Experience managing delivery for MLS, cross-domain, or classified systems integration programs.
Familiarity with DoD acquisition processes, RMF, and CMMC as they impact delivery schedules.
Experience supporting space, satellite, or missile defense programs; managing remote/distributed defense teams.
