Role: Business Development & Proposal Support Specialist (Telecommunications Construction)
Compensation: Competitive Basic Salary

Position Summary:
The Business Development & Proposal Support Specialist is responsible for identifying, researching, and qualifying telecommunications construction opportunities across the United States. This role plays a critical part in supporting business growth by monitoring bid opportunities, evaluating project requirements, and assisting with proposal development and submission activities. The ideal candidate is highly organized, detail-oriented, and skilled in research and written communication. This position serves as a key resource in building and maintaining a strong pipeline of potential projects while supporting the preparation of competitive bids and proposals.
Key Responsibilities:
Opportunity Identification & Market Research
- Research and identify telecommunications construction opportunities throughout the United States.
- Monitor federal, state, municipal, utility, and private-sector bid portals for upcoming projects.
- Review construction industry websites, subcontractor opportunities, and telecom-related postings to identify relevant projects.
- Maintain a database of current and upcoming bid opportunities.
- Track project timelines, deadlines, and procurement schedules.
Opportunity Qualification
- Review scopes of work, project specifications, bid requirements, and contract terms.
- Evaluate opportunities based on alignment with company capabilities and strategic objectives.
- Assess project values, timelines, risks, and submission requirements.
- Summarize and present qualified opportunities to management for review and bidding decisions.
Proposal & Bid Support
- Assist in the preparation and submission of RFPs, RFQs, RFIs, and bid packages.
- Gather and organize supporting documents, including capability statements, certifications, resumes, project references, and company qualifications.
- Coordinate with internal teams to collect information required for proposal submissions.
- Ensure proposals are complete, accurate, and submitted within established deadlines.
- Maintain proposal templates, supporting documentation, and submission records.
Documentation & Reporting
- Prepare summaries of bid opportunities and procurement documents.
- Maintain organized records of opportunities, submissions, and outcomes.
- Generate reports on pipeline activity, upcoming bids, and proposal status.
- Support continuous improvement of business development and proposal processes.
Qualifications Required
- Bachelor's degree in Business Administration, Communications, Marketing, Engineering, Construction Management, or a related field, or equivalent work experience.
- Strong research and analytical skills.
- Excellent written and verbal English communication skills.
- Exceptional attention to detail and organizational abilities.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Ability to review and summarize complex documents and requirements.
- Ability to manage multiple projects and deadlines simultaneously.
Preferred
- Experience in telecommunications, construction, infrastructure, engineering, or related industries.
- Experience with government procurement, public bidding, or contract administration.
- Familiarity with RFP, RFQ, RFI, and bid submission processes.
- Knowledge of federal, state, municipal, and utility procurement portals.
