Job description

This is a remote position.

Walker Bowen Talent Partners is excited to partner with a scaling non-emergency medical transportation (NEMT) organization as they continue investing in operational excellence, network performance, and enterprise-level growth.

We’re searching for a Senior Director of Transportation Operations to lead a large-scale regional transportation network, overseeing vendor performance, service delivery, routing operations, and overall network optimization across a high-volume territory.

This is a highly visible leadership role focused on improving cost, SLA performance, operational scalability, and member experience within a complex logistics environment. The ideal candidate brings experience managing large distributed vendor or carrier networks, balancing performance and cost, and leading cross-functional operational teams in fast-paced, metrics-driven organizations.

If you’re energized by building high-performing operations, solving complex logistics challenges, leveraging technology and data to drive better outcomes, and leading teams through growth and transformation, we’d love to connect.

The Role

The Senior Director of Transportation Operations is responsible for the end-to-end performance of our client's non-emergency transportation ("NEMT") provider network, spanning vendor procurement, service delivery, vendor management and continuous improvement, cost management, and SLA performance.

This leader will ensure that transportation services are not only sourced effectively, but executed reliably, cost-efficiently, and in alignment with client and member experience expectations. The role requires strong cross-functional leadership across operations, client services, and network partners to deliver consistent, high-quality outcomes at scale. The Sr. Director ensures a high-quality, compliant, and cost-effective transportation network that meets member needs, regulatory requirements, and organizational performance targets.

This role requires deep expertise in network vendor operations, procurement, vendor management, and scaling geographically distributed service providers.

What You'll Do

This leader will report directly to the VP of Transportation Operations and oversee all NEMT operations in a region. This includes NEMT network procurement and management strategy, coverage adequacy, capacity planning and achievement of both cost and performance targets.

This leader will manage routing, vendor management and day-to-day support of teams to own all network operations functions in their territory.

Responsibilities include:
  • Build and lead a high performing team of routers and network managers
  • Recruitment: Lead provider recruitment and onboarding, ensuring a robust network of transportation vendors (e.g., livery, wheelchair, stretcher, and specialized transport providers)
  • Procurement: Lead procurement and contracting initiatives to secure competitive rates and favorable terms with transportation providers
  • Performance Improvement: Build and maintain strong relationships with NEMT providers, and key partners. Empower network teams to drive data driven performance improvement with NEMT's to ensure the achievement of KPIs such as on-time performance, trip completion rates and member satisfaction, implement performance improvement plans or network adjustments as needed
  • Market Intelligence: Monitor and report on market trends including supplier, client, competitor and regulator actions
  • Compliance: Support the credentialing and compliance processes, led by the Director of Compliance, to ensure all providers meet all federal, state, and local regulations governing NEMT services
  • Client / Regulator Engagement: Support client JOC's, audits, reporting requirements, and accreditation processes as needed

Requirements

  • 15+ years of experience managing networks with greater than $250M of run rate spend.
  • Expertise in network vendor management, vendor operations, or transportation/logistics (last mile, healthcare logistics, TNC or NEMT experience preferred)
  • Proven experience building long term supplier relationships and managing distributed vendor networks across multiple geographies
  • Strong background in contracting, negotiations, and cost management
  • Proven experience leveraging dynamic pricing tools and achieving price targets
  • Proven experience using a tech-infused delivery model
  • Experience working in highly regulated environments (healthcare, transportation, or similar)
  • Demonstrated ability to drive operational performance and continuous improvement through data and KPIs
  • Experience leading and developing high-performing teams
Preferred Qualifications:
  • Previously worked at a leading tech enabled logistics company
  • Six Sigma or other process excellence training
