ASI Government is building our team for a new task order supporting the Cybersecurity and Infrastructure Security Agency (CISA) Office of the Chief Acquisition Executive (OCAE), establish a CISA-wide acquisition learning and training solution and achieve measurable improvements in acquisition workforce capability. This position will lead the design, delivery, and continuous improvement of training for CISA's acquisition workforce, including the agency's Contracting Officer's Representative (COR) and Project Manager (PM) Community of Practice (CoP). CISA's acquisition community is navigating significant staff turnover alongside the Revolutionary FAR Overhaul (RFO), and this role will be central to helping new and returning acquisition professionals build the skills and confidence needed to support CISA's cybersecurity and critical infrastructure protection mission.

As the Senior Training & Development Specialist will serve as the technical lead for all training and development activities on the contract, partnering closely with the Project Manager, the CISA COR, and Government stakeholders to ensure training is grounded in real workforce needs and delivered to a high standard.

Key Responsibilities:

  • Plan and coordinate all training and development support activities across the period of performance, serving as the subject matter expert for instructional design and adult learning.
  • Conduct training needs analyses to identify acquisition workforce knowledge gaps and recommend actionable, CISA-specific enhancements.
  • Review existing training materials, including CISA's COR Action Plan and Virtual Acquisition Lifecycle training curriculum, and recommend updates reflecting current RFO/FAR/HSAR guidance.
  • Design, develop, and deliver synchronous and asynchronous training for CISA's COR and PM communities, including virtual instructor-led courses for up to 100 participants per session.
  • Coordinate training projects end-to-end — from needs analysis through design, development, and delivery — leveraging modern technology and virtual delivery platforms.
  • Evaluate training effectiveness and alignment with CISA's organizational goals, incorporating participant feedback into iterative course updates.
  • Produce polished deliverables suitable for Government publication, including slide presentations and on-demand video recordings.
  • Support the broader COR/PM Community of Practice by helping integrate role responsibilities and expectations across the acquisition workforce.
  • Serve as Lead: maintain continuity of support, coordinate closely with the Project Manager and COR, and support any Government-requested transition activities.

Required:

  • Master's degree in Education or a related field, and at least 10 years of experience in instructional design, adult learning principles, and conducting work-related training and development programs. In lieu of a Master's degree, 16+ years of relevant experience will be considered.
  • Demonstrated experience coordinating training projects from inception to completion — needs analysis, design, development, and delivery — leveraging modern technology and virtual platforms.
  • Mastery of IDE frameworks and models such as: ADDIE, SAM (Successive Approximation Model), Dick and Carey Model, Action Mapping, etc.
  • Experience designing and delivering training to a federal, state, or large enterprise audience.
  • Excellent oral communication and presentation skills, with the ability to engage a diverse audience with varying levels of experience.
  • Ability to obtain and maintain a favorable DHS Suitability/Fitness Determination (no active clearance required at hire).
  • Ability to work core business hours of 8:00 AM–5:00 PM Eastern Time, Monday through Friday.
  • S. citizenship or authorization to work in the United States.

Preferred:

  • Prior experience supporting DHS, CISA, or another federal acquisition organization.
  • Familiarity with the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), and/or the Revolutionary FAR Overhaul (RFO).
  • Experience training or supporting Contracting Officer's Representatives (CORs), Project Managers (PMs), or acquisition professionals.
  • Instructional design credentials (e.g., ATD Certified Professional in Talent Development, CPTD/CPLP) or equivalent.
  • Experience producing on-demand, video-based training content.
  • Working knowledge of SharePoint as a platform for training and knowledge-management resources.

Work Location & Schedule

  • Primary Location: Remote, with the ability to travel to DC for customer meetings.
  • Desired Start Date: ASAP
