SMX Services & Consulting, Inc. is seeking a senior-level Engagement Manager to support the Department of Homeland Security, Office of Homeland Security Statistics.
This individual will serve as the Key Personnel Engagement Manager and will be responsible for all contractor work performed under the Statement of Work. The Engagement Manager will act as the primary point of contact between SMX, the Contracting Officer, and the Contracting Officer's Representative and will maintain awareness and oversight of contractor activities across all task areas.
The program supports Client/OHSS in producing timely, reliable statistical information related to homeland security, immigration, border activity, and associated Client missions. The work includes recurring executive-level reporting, dashboard development, data validation, website support, and surge or modernization activities.
The Engagement Manager will:
Serve as the single point of contact for the Client Contracting Officer and Contracting Officer's Representative.
Maintain oversight and awareness of contractor work across all contract tasks.
Direct and coordinate the contractor team supporting OHSS.
Ensure contract requirements, schedules, reporting obligations, and deliverables are completed accurately and on time.
Maintain continuity of contractor support and coordinate qualified replacement coverage when required.
Be available to the COR by telephone between 8:00 a.m. and 5:00 p.m. Eastern Time, Monday through Friday.
Respond to Government requests for discussion or resolution of technical problems within 24 hours of notification.
Coordinate with OHSS data processing, governance, reporting, technical, and Government stakeholder teams.
Oversee quality, accuracy, completeness, and professional presentation of contractor deliverables.
Support preparation of required monthly status reporting and final task reporting.
Identify performance issues, risks, dependencies, and corrective actions.
Ensure contractor personnel comply with applicable Client policies, security requirements, privacy protections, accessibility requirements, and Government procedures.
The Engagement Manager will oversee contractor performance across the following work areas.
Oversee creation and delivery of recurring reports supporting Client leadership, Congress, the White House, and interagency stakeholders.
Ensure reporting remains accurate, timely, relevant, and aligned with OHSS statistical methodologies.
Coordinate reporting activities involving near-real-time information from Client and other Government data sources.
Ensure methodologies used for operational reporting are documented and aligned, to the extent practicable, with OHSS official production reporting methods.
Oversee development and maintenance of OHSS data dashboards using Tableau or a similar data-visualization platform.
Support integration of reporting logic and multiple data sources into dashboards used for querying, analysis, and validation.
Ensure dashboards evolve as Government reporting requirements change.
Coordinate quarterly training and supporting user documentation for up to five Federal staff members.
Oversee data-quality and validation activities, including:
row-count validation;
review of new and existing variables;
variable-list accuracy;
monitoring missing-data percentages;
identification of new values in key variables;
validation of materialized-view tables;
protection of personally identifiable information during profiling and diagnostic activities; and
documentation and communication of validation results.
Oversee operations and maintenance support for the OHSS website.
Responsibilities may include coordination of:
posting new reports and website content;
HTML content and visualizations;
Drupal maintenance and core updates;
minor architecture or template changes;
software updates and bug fixes;
change-request and deployment processes;
security remediation;
Section 508 accessibility remediation and testing; and
quality-assurance testing.
Coordinate additional support when activated by Client, including potential use of up to three additional full-time-equivalent resources.
Surge work may include:
major website improvements;
expanded website content;
significant architecture changes;
substantially enhanced visualization capabilities;
new dashboards; and
integration of new technologies or capabilities.
The successful candidate must:
Be capable of serving in a senior-level Engagement Manager / program leadership capacity.
Be able to manage and maintain awareness of work being performed across all SOW task areas.
Have strong leadership, coordination, communication, and issue-resolution capabilities.
Be able to communicate effectively with Government executives, contracting personnel, technical teams, analysts, and other stakeholders.
Be able to read, write, speak, and understand English.
Be available during the Client-required Eastern Time coverage period.
Be capable of responding to technical or performance issues within required Government response times.
Be able to maintain continuity of operations and coordinate staffing coverage.
Be able to work with sensitive Government information in accordance with Client security and privacy requirements.
Be able to satisfy applicable Client suitability, background-investigation, credentialing, and information-system access requirements.
The SOW does not specify a mandatory degree, professional certification, or minimum number of years of experience for the Engagement Manager position.
The following experience is preferred because it directly supports the work described in the SOW:
Federal Government program or engagement management.
Client or other national-security, immigration, law-enforcement, or statistical-reporting environments.
Executive or operational reporting.
Data analytics and statistical reporting.
Tableau or comparable business-intelligence/dashboard platforms.
Data-quality assurance and data validation.
Working with large, multi-source Government datasets.
Handling or protecting PII and Controlled Unclassified Information.
Drupal or enterprise website operations and maintenance.
Section 508 accessibility compliance.
Website security remediation and quality assurance.
Managing multidisciplinary teams consisting of analysts, dashboard developers, data specialists, and web-support personnel.
Supporting senior Government executives and high-visibility reporting requirements.
This position may require access to Controlled Unclassified Information (CUI) and Client information resources.
Personnel requiring recurring Government-facility access or access to CUI or Government information resources must have a favorably adjudicated background investigation before beginning such work, unless Client waives the requirement under applicable procedures.
Personnel may also be required to:
complete Client security forms;
undergo fingerprinting or other suitability investigations;
complete security briefings;
complete CUI protection training;
execute Government-required nondisclosure agreements; and
obtain and use a Client-issued Personal Identity Verification (PIV) credential.
No Secret or Top Secret security-clearance requirement is stated in the SOW.
For access to Client information systems, non-U.S. citizens require a Client-approved waiver. Candidates should therefore be able to satisfy all applicable Client citizenship and information-system-access requirements.
The program may involve use of:
Tableau or a similar dashboard platform;
Microsoft Office applications;
Excel;
Word;
HTML;
Drupal;
Government data repositories and reporting systems;
data-validation and diagnostic processes; and
Client Government-furnished systems and equipment.
Client states that the Government will provide the equipment necessary to perform the required services, including laptops, as well as necessary Government systems, information, data, and documents.
The Engagement Manager will help ensure applicable deliverables and services comply with Government requirements, including:
Client information-security and privacy requirements;
Privacy Act protections;
Controlled Unclassified Information handling requirements;
Client Enterprise Architecture requirements;
HSPD-12 / PIV requirements; and
Section 508 accessibility requirements.
Electronic reports and other ICT deliverables must meet applicable accessibility requirements.
The anticipated contract periods are:
Base Period: September 26, 2026 – September 25, 2027
Option Period One: September 26, 2027 – September 25, 2028
Option Period Two: September 26, 2028 – September 25, 2029
Continuation through option periods is subject to Government exercise of the applicable options.
The anticipated employee pay range for this position is:
$78.27–$82.87 per hour
Equivalent annualized compensation at 2,080 hours is approximately:
$162,801–$172,378 per year
Final compensation will depend on qualifications, experience, contract requirements, and applicable employment terms.
This is a high-visibility leadership position supporting Client's Office of Homeland Security Statistics. The successful candidate will help ensure that critical homeland-security statistical reporting, dashboards, data-validation activities, and public-facing information products are delivered accurately, consistently, securely, and on schedule.
This position is contingent upon contract award.
