Job Summary

The Proposal Manager is responsible for planning, coordinating, and managing the development of high-quality, compliant, and compelling proposals in response to Federal, State, and Commercial solicitations. This role works closely with cross-functional teams—including Business Development, Capture, Contracts, SMEs, and teaming partners—to develop winning strategies, define proposal structures, and ensure timely delivery. The Proposal Manager ensures strict compliance with RFP requirements and alignment with customer priorities throughout the proposal lifecycle.



Job Responsibilities

  • Analyze RFPs/RFQs and develop compliance matrices, outlines, and proposal schedules.
  • Lead and Manage the full proposal lifecycle for Federal, State, and Commercial opportunities.
  • Facilitate kickoff meetings, daily stand-ups, progress check-ins, and color team reviews.
  • Collaborate with Capture teams, SMEs, and leadership to develop win themes, key differentiators, and executive summaries.
  • Coordinate contributions from SMEs, Writers, Graphic Designers, and partners.
  • Issue data calls and manage inputs to ensure complete and timely content submissions.
  • Ensure proposal content is compliant, aligned with evaluation criteria, and consistent with strategy.
  • Lead Pink, Red, and Gold team reviews and incorporate feedback into revisions.
  • Oversee editing, graphics, and production to ensure polished, professional submissions.
  • Monitor milestones, escalate risks, and ensure adherence to processes and timelines.
  • Contribute to continuous improvement of proposal tools, templates, and best practices.


Requirements

Job Qualifications

  • 10+ years of experience managing proposals for Federal government solicitations, including complex and high-value bids.
  • Strong knowledge of proposal development tools, compliance matrices, and industry best practices.
  • Demonstrated ability to deliver high-quality, competitive proposals under tight deadlines.
  • Advanced proficiency in Microsoft Office Suite and SharePoint (document formatting, editing, publishing).
  • Excellent project management skills with the ability to manage multiple concurrent projects.
  • Solid understanding of U.S. Government contracting processes, FAR regulations, and solicitation types (IDIQs, BPAs, Task Orders).
  • Strong organizational, interpersonal, and communication skills with a collaborative, solution-oriented mindset.

Education Requirements

  • Bachelor’s degree in business administration, communications, engineering, computer science, IT, or related field.
  • Master’s degree preferred.
  • APMP or Shipley certification (highly desirable).
