Job description

Job Summary

The Director of Human Capital oversees the human resources, recruiting, training, security, payroll, and benefits departments to ensure the functions and tasks are being carried out efficiently and effectively and in accordance with all governing rules and regulations. They are the link between the organization’s management and its employees, as their work runs the gamut from providing consultation on strategic planning with top executives on all matters relating to Human Capital Management to indoctrination of newly hired personnel. The Director of Human Capital is the professional responsible for attracting, motivating, and retaining the most qualified talent by directing the administrative functions of the Human Capital department. The Director of Human Capital is called upon to handle employee-related services, regulatory compliance, and employee relations, among many other tasks.

As with any position, additional expectations exist. Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), staying focused on the assigned tasks, and completing other tasks as assigned.

Responsibilities

  • Develop and administer human capital resource plans and procedures that relate to company personnel
  • Plan, organize, and control the activities and actions of the Human Capital department
  • Provide input in regards to the Human Capital goals, objectives, and systems
  • Provide HR data expertise and administration in support of key processes
  • Collaborate with senior leadership to forecast staffing needs and build talent pipelines
  • Cultivate a high-performing and inclusive company culture while assessing key metrics like turnover and cost-per-hire
  • Functional owner of global HR administration processes, technology and systems. Includes the administration, process development, transactions, and implementation and delivery of HR services
  • Oversight of:
    • Implementing and revising company’s handbook and policies
    • Implementing and revising company’s compensation program
    • Conducting annual salary surveys
    • Developing, analyzing and updating the company’s evaluation program
    • Developing, revising, and recommending procedures and workflows
    • Performing benefits administration
    • Maintaining all federal, state, and contractual compliance requirements across the Human Capital departments
    • Conducting recruitment efforts for all personnel, including writing job descriptions and placing job ads
    • Recommending and maintaining systems utilized by all Human Capital departments
    • Conducting new employee orientations and employee relations counseling
    • Conducting exit interviews
    • Leading internal investigations and employee disciplinary actions
    • Maintaining department records and reports
    • Participating in executive and team staff meetings
  • Actively support the company’s initiative to integrate advanced and emerging technologies, automation, and data-driven solutions into daily operations.
  • Identify opportunities to improve efficiency and quality through the responsible use of advanced technologies, intelligent tools, and automated processes.
  • Adapt workflows and practices to align with evolving company technology strategies and digital transformation initiatives.
  • Collaborate with teams to test, implement, and optimize technology-enabled solutions, including artificial intelligence and other current or successor technologies, that enhance productivity and business outcomes.

Basic Qualifications

  • Bachelor’s degree in Human Resource Management or a Business Degree with a concentration in Human resources, Organizational behavior, and / or Management and leadership
  • 15+ years’ experience as an HR Generalist
  • 5+ years’ experience as an HR Manager overseeing a staff of 8 or more
  • Demonstrated analytical and time-management skills
  • Demonstrated ability to work independently or as an active member of a team
  • Excellent verbal and written communication skills; the ability to call, connect, and interact with potential customers
  • Able to professionally and confidently communicate with C-Level Executives
  • If applicable: If you are or have been recently employed by the U.S. government, a post-employment ethics letter will be required if employment with VSolvit is offered


Preferred Qualifications

  • Certification from either
    • Society of Human Resource Management (SHRM)
    • HR Certification Institute (HRCI)
  • Master’s Degree in Human Resource Management or Business Management
  • 10+ years’ Government program experience
