TECHNICAL ASSISTANCE & OPERATIONS SPECIALIST

Position Overview 

This position supports the successful planning, coordination, delivery, and continuous improvement of training and technical assistance (TA) services provided to state, local, Tribal, and territorial partners working to prevent overdose and improve related public health outcomes. The Technical Assistance and Operations Specialist serves as a key member of the project team, supporting both project operations and TA delivery activities. The role combines project coordination, knowledge management, training support, quality assurance, facilitation, and administrative functions with direct support for universal and individualized technical assistance activities. The successful candidate will thrive in a fast-paced environment, demonstrate exceptional organizational skills, and be comfortable working across multiple teams, technology platforms, and client-facing initiatives. 

 

Key Responsibilities 

  • Support the planning, coordination, and delivery of training and technical assistance (TA) activities, including webinars, meetings, learning collaboratives, office hours, and other stakeholder engagement events

  • Coordinate project operations, including task tracking, meeting logistics, action item follow-up, scheduling, and communications.

  • Develop, maintain, and organize project resources, SOPs, templates, guidance documents, training materials, and knowledge management systems.

  • Develop, format, update, and maintain training materials, TA resources, templates, guidance documents, toolkits, standard operating procedures (SOPs), and other project documentation.

  • Support project knowledge management activities by maintaining Microsoft Teams and SharePoint environments, including site organization, file structures, version control, and records management practices.

  • Create and support interactive virtual collaboration experiences using tools such as Mural and Microsoft Teams.

  • Conduct quality assurance reviews and ensure project deliverables, reports, and presentations meet quality and Section 508 accessibility standards.

  • Format and remediate PDFs, Word documents, PowerPoint presentations, and other materials to ensure compliance with Section 508 accessibility requirements.

  • Support data collection, activity tracking, performance monitoring, and reporting efforts.

  • Provide flexible surge support across project activities, collaborating with project staff, subject matter experts, and client stakeholders to support successful project execution. 

The position can be located remotely.

This on-call, part-time position will work based on project needs.

Minimum Qualifications 

  • Bachelor's degree in public health, health education, public administration, communications, social sciences, education, business administration, or a related field.
  • Minimum 5 years of professional experience supporting federal, state, local, Tribal, territorial, nonprofit, healthcare, or public health programs.

Additional Qualifications

  • Experience coordinating projects, training activities, technical assistance services, meetings, workshops, or stakeholder engagement activities.
  • Experience using Microsoft Teams, SharePoint, Outlook, Word, Excel, and PowerPoint.
  • Strong written and verbal communication skills.
  • Exceptional organizational skills and ability to manage multiple competing priorities.
  • Strong attention to detail and commitment to quality. 

Preferred Qualifications

  • Master's degree in public health, public administration, education, communications, health sciences, or a related field.
  • Experience supporting training and technical assistance programs for federal agencies, public health organizations, healthcare systems, or community-based organizations.
  • Knowledge of public health, behavioral health, substance use prevention, harm reduction, overdose prevention, or health systems improvement initiatives.
  • Experience facilitating virtual meetings, trainings, webinars, or collaborative learning events.
  • Knowledge and experience with Section 508 accessibility requirements and document remediation.
  • Experience using Mural, Smartsheet, Learning Management Systems (LMS), or other collaboration and knowledge-management platforms.
  • Familiarity with adult learning principles and instructional design practices.
  • Experience supporting quality assurance and continuous improvement activities.
  • Experience developing SOPs, toolkits, implementation guides, and technical assistance resources.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$74,090.00 - $125,954.00
