    Job Description
    The Candidate will perform mid-level to advanced (senior level) work related to implementing complex, emerging technology hardware and software projects for an Esri ArcGIS Enterprise modernization, cloud deployment, and migration to Azure SQL database at the Railroad Commission of Texas (RRC).

    The Systems Analyst will be responsible for planning, implementing, maintaining, and supporting Geographic Information Systems (GIS) and related technologies for the RRC. This role ensures the accuracy, availability, and security of geospatial data; supports departmental and enterprise mapping needs; and manages GIS applications, servers, databases, and integrations that enable informed decision‐making across the organization. This role will work under limited to minimal direction with considerable latitude for the use of initiative and independent judgement.

    This Candidate will be responsible for analysis and documentation in the implementation of the ArcGIS Enterprise migration from on-premises to Azure, migration of GIS data from Oracle to Azure SQL, and building a Data Warehouse. Ensuring that deliverables and materials are produced and maintained in accordance with established processes and procedures are of a consistent quality and demonstrate accepted ITS methodologies. May assign and/or supervise the work of others. With limited supervision, the candidate will be required to bridge the GIS and ITS departments ensuring compliance with organizational requirements.


    II. CANDIDATE SKILLS AND QUALIFICATIONS

    Years Required /Preferred Experience
    7+ Required Experience administering, configuring, and maintaining enterprise-level GIS systems (ArcGIS Enterprise and ArcGIS Online) including servers, databases, desktop applications, web services, licensing, and Azure-based GIS infrastructure.
    7+ Required Ensure monitoring of system integrity, security, and performance, including user access control, backups, upgrades, and patch management.
    7+ Required Coordinate with ITS staff on infrastructure, cybersecurity, data storage, and integration of GIS with other enterprise systems (such as permitting and asset management).
    7+ Required Knowledge of geospatial data formats, mapping principles, and cartographic standards for geospatial data management.
    7+ Required Manage the creation, collection, maintenance, and quality control of geospatial datasets to ensure accuracy, consistency, and compliance with organizational and regulatory standards.
    7+ Required Develop and maintain comprehensive system documentation including architecture diagrams, standard operating procedure, asset inventories, and data governance.
    7+ Required Collaborates with departments to identify geospatial needs and design solutions that enhance service delivery, planning, and operational efficiency.
    3+ Required Support vendor relationship management including licensing; procurement of GIS software, data, and services; emerging technologies; and industry standards to support modernization efforts.
    7+ Required Strong interpersonal and communication skills (written/verbal in English) for accurate technical writing and presentations for technical and non-technical stakeholders.
    7+ Required Strong analysis experience and expertise in assessing Production Support issues to determine Root Cause and document items needed for data or system correction.
    Preferred Experience with Mainframe Environments, Visio, Data Warehouse / Data Lake, Informatica, Snowflake.
    Preferred Familiarity with scripting and automation such as Python, SQL, ArcPy, Azure DevOps.
    Preferred Experience in Oil and Gas industry as well as general
    compliance and enforcement related projects as Systems Analyst.
    Preferred Proven ability to work compatibly within multifaceted teams,
    resolve conflicts, and deal with challenging situations.
    Preferred Bachelor's degree in Geography, GIS, Computer Science, Environmental Science, Urban Planning, or a related field (or equivalent experience).
    Preferred Esri Certifications such as Esri ArcGIS System Administrator, Esri ArcGIS Enterprise Administrator, Esri ArcGIS Online Administrator Specialty.
    Preferred Azure Certifications such as Azure Administrator, Azure Database Administrator, Azure Security Engineer.
