SUMMARY:
The Senior Advisor – Military & Veteran Strategic Partnerships plays a critical strategic role within Evernorth Federal Services (EFS) to strengthen and expand engagement across the military and veteran advocacy community. This role operates at the intersection of external partnerships, enterprise strategy, and government affairs to help ensure military members, veterans, and their families receive high-quality service and an exceptional experience.
Evernorth Federal Services (EFS), a wholly owned subsidiary of Evernorth Health Services (a division of Cigna), delivers pharmacy and health services for federal programs, including TRICARE. EFS partners closely with Cigna Government Affairs and enterprise teams to support military and veteran populations nationwide.
This role reports to the Senior Director, Business Development & Strategy Enablement.
RESPONSIBILITIES:
Strategic Partnerships & Relationship Management
Build and maintain strategic partnerships with Military Service Organizations (MSOs), Veteran Service Organizations (VSOs), and nonprofit partners to support shared goals and beneficiary outcomes
Expand relationships with priority organizations aligned to enterprise priorities
Provide clear and timely communications regarding issues impacting military and veteran populations
Collaborate with Account Management and Operations teams to address partner inquiries, concerns, and escalations
Partner with internal teams to identify opportunities to educate TRICARE beneficiaries on pharmacy and health benefits through trusted partner channels
Support enterprise alignment of military and veteran initiatives across Evernorth and Cigna
Sponsorships, Events & Engagement
Develop and execute annual plans for conferences, sponsorships, and charitable initiatives
Serve as the primary point of contact for MSO/VSO partners related to event planning and participation
Coordinate logistics, objectives, and stakeholder communications for events
Conduct post-event evaluations to capture insights, opportunities, and follow-up actions
Government Affairs & Enterprise Collaboration
Partner with Cigna Government Affairs to monitor legislative and regulatory developments impacting military and veteran populations
Provide subject matter expertise and business insights on program inquiries and strategic initiatives
Contribute to materials such as briefings and white papers as needed
Serve as a liaison between external partners and internal enterprise stakeholders
IDEAL CANDIDATES WILL HAVE A COMBINATION OF THE FOLLOWING:
Bachelor’s degree; Master’s degree preferred
8+ years of experience working with MSOs, VSOs, or nonprofit organizations
Strong written and verbal communication skills, including executive-level presentations
Demonstrated ability to influence across complex, matrixed organizations
Strong organizational, analytical, and problem-solving skills
Proven project management capabilities and financial acumen
Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint)
Ability to travel approximately 10–15%

EFS Account Management teams supporting TRICARE and federal programs
Internal partners across Communications, Marketing, Civic Affairs, and Government Affairs
Enterprise stakeholders across Evernorth and Cigna
This role is also anticipated to be eligible to participate in an annual bonus plan.
