  • Support quick closeout for contracts with no funding remaining at expiration, including preparing files for retention, maintenance, conversion, transfer, storage management, and document destruction; draft closeout correspondence, reports, tracking documents, and monthly progress reports
  • Assist with closeout of contracts with remaining funding by verifying invoices, obtaining concurrences from the COR and vendor, drafting modifications to de-obligate excess funds, and entering accurate information into financial systems (e.g., FBMS, IPP, FPDS-NG); provide monthly closeout progress reports
  • Prepare and maintain closeout documentation, records, and related tracking; draft closeout reports and supporting documents as needed
  • Collaborate with government customer to ensure timely and compliant closeout actions and communicate status through monthly reporting

Design To Delivery Inc is looking for a Contract Closeout Specialist II to provide quick closeout and closeouts with remaining funding support to a government customer.

Quick Closeout Duties:

The Contract Closeout Specialist shall assist the Contracting Officer with the quick closeout process for contracts with no funding remaining at the time of contract expiration. Support activities include:

  • Preparing files for record retention, file maintenance, file conversion, transfer of records, physical file storage management, and document destruction
  • Additional support includes making recommendations, and documenting Government closeout actions
  • Work products include draft closeout correspondence to Closeout Specialists, draft closeout reports, draft closeout tracking documentation, and monthly closeout progress reports

Closeout with Remaining Funding Support Duties:

The Contract Closeout Specialist shall provide assistance to the government customer in closing out contracts with remaining funding. Closeout support activities include, but are not limited to: 

  • Verification that all invoices have been submitted and paid before closing an order
  • Obtaining concurrences for closeout from the COR and vendor; drafting modifications for the Contracting Officer’s approval and signature to de-obligate excess funds
  • Entering correct information into internal and external financial and business management systems and applications (i.e FBMS, IPP, FPDS-NG, etc.) to ensure proper closeout of orders
  • Provide monthly reports of closeout activities. Work products include draft modifications and monthly closeout progress reports.

QUALIFICATIONS

  • Associates Degree plus two years of closeout or contracting experience required, OR 4+ years of experience with no degree
  • Working knowledge and essential skills in standard business office software programs and general office related technologies and equipment and at least one year administrative experience
  • Intermediate knowledge of contract closeout procedures and techniques commonly used to carry out recurring assignments and perform developmental assignments or segments of contract closeout actions
  • Familiarity with business practices and market conditions sufficient to evaluate vendor completion
  • Ability to communicate and present factual information, compose memoranda and meeting minutes, and draft contract provisions and supporting documents
