Job description

Overview

The Senior Solutions Analyst serves as the solution-design bridge between business discovery and technical delivery on PhoenixTeam’s Department of the Interior modernization program. Working primarily across data, integration, intake, financial-integrity, and automation initiatives, the role takes validated business requirements and future-state workflows and turns them into clear solution designs that PhoenixTeam’s technical teams can prototype and build.

The strongest candidates combine senior solutions and systems analysis skills with an engineering or architecture mindset. They understand modern enterprise technology well enough to evaluate feasibility, identify enabling datasets and technical dependencies, ask strong technical questions, and keep business need, requirements, solution design, prototype, testing, and user acceptance aligned.

The Senior Solutions Analyst works in small cross-functional delivery pods, stays embedded with business and technical teammates throughout delivery, and uses LLMs and other AI tools to accelerate analysis, documentation, solution exploration, and lightweight prototyping and validation.

Key Functions

  • Lead solution-focused discovery and process assessments with business analysts, process specialists, architects, data engineers, developers, and stakeholders to understand business needs, future-state workflows, dependencies, constraints, and implementation considerations.
  • Translate validated requirements and future-state workflows into solution designs covering user interactions, business rules, data, enabling datasets, APIs and integrations, automation, low-code capabilities, and AI-enabled components.
  • Identify source systems, enabling datasets, data-quality and validation needs, interface requirements, integration points, environment dependencies, and technical assumptions needed to make proposed solutions feasible and buildable.
  • Maintain end-to-end traceability from business need to requirement, solution design, prototype, test scenario, and user acceptance so evolving solutions remain aligned with the intended outcome.
  • Evaluate solution approaches for feasibility, scalability, interoperability, security, accessibility, maintainability, and operational fit, and communicate technical options and tradeoffs clearly to business and technical stakeholders.
  • Leverage LLMs and other AI tools to support research, analysis, solution documentation, solution exploration, and lightweight prototyping or validation.
  • Produce and maintain solution-design artifacts such as solution diagrams, data flows, interface and integration requirements, validation rules, decision and assumption logs, and implementation guidance; provide solution context needed for downstream SOPs, job aids, and adoption materials.
  • Stay embedded through prototyping, pilot testing, refinement, and user acceptance; evaluate whether prototypes satisfy requirements and help resolve gaps between the business need and delivered solution.

Minimum Qualifications

  • Bachelor’s degree and 8+ years of relevant experience in solutions analysis, systems analysis, solution design, technical consulting, architecture support, business systems analysis, or related modernization work.
  • Demonstrated experience translating complex business requirements and future-state workflows into technical or functional solution designs for software, integration, automation, data, low-code, or AI-enabled initiatives.
  • Experience leading or contributing substantially to discovery, process assessment, and solution-definition work in complex environments with multiple systems, data sources, integrations, or stakeholder groups.
  • Broad working knowledge of enterprise applications, APIs and integrations, data modeling and data flows, cloud or low-code platforms, security considerations, and modern application-delivery concepts.
  • Experience identifying solution dependencies and maintaining traceability across requirements, design decisions, prototypes, testing, and user acceptance.
  • Ability to evaluate technical options and communicate solution concepts, constraints, assumptions, and tradeoffs effectively to both technical and non-technical stakeholders.
  • Ability to operate effectively through ambiguity and remain hands-on from discovery and solution definition through prototype validation and refinement.
  • Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.

Preferred Qualifications or Skills

  • Experience using SQL to query and validate source data and Python to profile datasets, investigate data quality, or test assumptions during solution design.
  • Engineering, architecture, systems-integration, or technical-consulting experience in addition to strong solution-analysis capabilities.
  • Experience with Microsoft Power Platform, Azure, Copilot Studio, AI/LLM-enabled solutions, or comparable enterprise platforms.
  • Hands-on experience using generative AI or LLM tools for analysis, research, documentation, solution exploration, lightweight prototyping, or validation.
  • Experience with APIs, system integration, governed data, financial or payment workflows, intake and data-extraction processes, data governance, rules-based automation, or high-volume processing.
  • Experience supporting federal modernization programs or working within Section 508, FedRAMP, Zero Trust, or comparable regulated technology environments.
  • Experience working in consulting or professional-services environments where requirements and solution details must be developed iteratively with stakeholders.

Position Details

  • Employment type: Full-Time, W2.
  • Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required based on project needs.
  • Hours: 40 hours/week, Monday-Friday, with required availability during DOI core hours of 9:30 a.m.-3:30 p.m. ET.
