Job description

Position Summary

The Program & Technical Strategy Senior Consultant is a specialized support leader responsible for enabling the design, scaling, and management of complex programs across Marketplace operations. This role integrates program management, fraud subject‑matter expertise, Marketplace data analytics, technical problem‑solving, solution design with a strong technical background. It also requires strong Agile project leadership, risk analysis, dependency management, strong understanding of upstream and downstream impacts to the Marketplace ecosystem and the ability to communicate effectively with executives. 

The ideal candidate brings deep experience with Marketplace systems, AWS‑based architectures, and cross‑functional delivery teams, enabling the development of high‑quality technical solutions that address critical client challenges. Experience with Marketplace policy and regulatory frameworks is a valuable plus. 

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

Program Leadership & Strategy:

  • Support lead in the design, scaling, and ongoing management of complex, cross‑organizational Marketplace programs that align with executive priorities. Drive resilience, modernization, and continuous‑improvement initiatives across Marketplace systems, guiding technical ADOs and cross‑capability teams toward sustainable outcomes. Help shape program roadmaps, delivery structures that integrate technical, fraud, and policy considerations. 

Fraud Subject Matter Expertise:

  • Serve as a trusted fraud SME, informing Marketplace fraud operations, enrollment‑integrity strategies, and decision‑making. Advise leadership on fraud mitigation approaches, system impacts, and technical delivery considerations. Communicate fraud‑related program updates during executive forums, ensuring clarity and alignment across stakeholders. 

Technical Problem‑Solving & AWS Expertise:

  • Diagnose and resolve Marketplace technical issues using strong knowledge of AWS services, cloud‑native architecture, Marketplace ecosystem, resilience patterns, monitoring pipelines, and deployment processes. Collaborate with engineering teams to turn program requirements into actionable solution designs and architectural improvements. 

Agile Program Management:

  • Apply Agile PMP expertise to manage multi‑team backlogs, dependencies, sprint execution, and delivery cadence across Marketplace programs. Strengthen organizational agility by facilitating roadmap alignment, enabling iterative delivery, and embedding continuous‑discovery practices. 

Change Management & Stakeholder Engagement:

  • Lead change‑management activities that ensure new processes, technologies, and policies are understood, adopted, and sustained. Coordinate communication and collaboration across ADOs, Marketplace leadership, fraud teams, technical delivery teams and policy partners. Translate complex technical and programmatic information into concise, actionable guidance for executives and non‑technical stakeholders. 

Executive Reporting & amp; Decision Support:

  • Develop and deliver executive‑ready reports—dashboards, risk summaries, fraud insights, readiness assessments, and solution recommendations. Support executive decision‑making through structured analysis, data‑driven insights, and clear evaluation of risks, impacts, and mitigation options. 

(Bonus) Policy & Regulatory Awareness:

  • Apply working knowledge of Marketplace policy, regulatory requirements, and compliance frameworks to ensure program strategies remain aligned with CMS expectations. Partners with policy teams to interpret regulatory changes and incorporate them into program and technical planning. 

Required Knowledge, Skills, and Abilities

  • 5+ yrs experience participating in the FFE. 
  • PMP preferred 
  • Bachelor’s degree in Business Administration, Health Policy, Data Science, or a related field. 
  • Excellent written and verbal communication skills, with the ability to produce executive-level reports and position papers. 
  • Strong analytical skills with proficiency in interpreting complex data sets and performance metrics. 
  • Strong problem-solving abilities and a proactive, solution-oriented mindset. 
  • Ability to collaborate effectively with cross-functional teams, including technical and business stakeholders. 
  • Detail-oriented with experience maintaining comprehensive documentation.

Compensation: $115,000 - $148,000
