Job description

Role Overview

The Senior Manager, Finance is responsible for a hybrid role combining financial planning & analysis (FP&A), business operations finance, and support for the state-specific EPR programs. This role will ensure that the organization’s and each state EPR programs’ financial health, reporting, and operations are aligned with both long-term strategy and regulatory requirements. The Senior Manager will collaborate closely with internal teams (programs, operations, communications, legal, compliance) to provide financial insights, manage budgets, track performance, and ensure the proper allocation of funds to EPR programs across various states and various spend areas.

The successful candidate will be a highly organized, analytical, and proactive finance leader who thrives in a fast-paced, mission-driven environment.

Key Responsibilities

  • Support the Business Operations Finance Director in budgeting, forecasting and reconciling actuals verses budget, developing and improving internal tracking and external reporting processes.
  • Develop financial models to evaluate the performance of EPR programs, linking system performance metrics (including participation, collection, capture and contamination rates) to specific investments, enabling the tracking and analysis of program cost ROIs.
  • Provide actionable financial insights and recommendations to state leadership on cash flow, revenue forecasts, cost saving opportunities, cost-benefit analyses of reimbursable system expansion investments and expense management, leveraging scenario planning and long-term projections to guide decision making.
  • Assume leadership role in the financial evaluation and recommendation for CAA’s California EPR program reimbursement applications.
  • Assist in preparing reports for state agencies or other stakeholders, ensuring the accurate and timely submission of required financial data and developing accompanying message tracks on state program costs, funding utilization, and financial sustainability.
  • Design and refine internal financial policies and procedures to drive consistent, transparent, accountable and best-in-class company operations.
  • Act as a finance partner and first point of contact for state program operations, collaborating in ad hoc projects related to day-to-day operations, providing financial guidance and frameworks to guide decision making, interpreting financial data, and educating multi-functional partners on proper cost accounting.
  • Assist in ensuring compliance with state-specific EPR regulations related to financial reporting, fee collection, and producer obligations.
  • Support funding negotiations and contracting processes for state-specific EPR programs, ensuring financial transparency and proper resource allocation.
  • Prepare high-quality presentations, reports and briefings for senior leadership of CAA including Board and Committee meetings.

Skills & Competencies

  • Proven ability to understand financial modeling, forecasting, and scenario analysis.
  • Demonstrated ability to work with cross-functional teams (programs, operations, legal, compliance, communications) and support business operations in a dynamic environment.
