Job Description:

The Senior Facilities Program Specialist (FPS) Supervisor provides technical guidance, oversight, and quality assurance to Facilities Program Specialists conducting monitoring and program analysis activities. The Senior FPS Supervisor supports efforts to ensure provider facilities operate in compliance with applicable safety, emergency preparedness, physical security, environmental, and regulatory requirements. The role provides senior level support and assists with the coordination, documentation, and review of facility inspections and assessments, supports the evaluation of inspection records and technical materials for alignment with building and safety standards, and documents corrective actions identified during oversight activities. Following the completion of monitoring activities, the Senior FPS oversees the submission of monitoring reports, and supports trend analyses activities to highlight risks, recurring compliance issues, and opportunities for improvement.

Position Duties:

Supervisory tasks:  

  • Serve as an alternate to the task manager, delivering technical guidance and oversight across the daily operation of a team of Facilities Program Specialists delivering monitoring and program analysis support, providing expert guidance with the analysis and evaluation of processes and requirements.
  • Provide direct supervision to staff, lead site assessment activities, and coordinate both pre and post monitoring activities and deployments. 
  • Assist task manager with preparing the program monitoring schedule and facilitate updates to the plan as needed; ensuring all programs are monitored according to government requirements and within established timeframes. 
  • Ensure federal staff are provided with regular, ongoing reports on the status of monitoring activities including recommendations for resolving resource gaps. 
  • Assist with the training and mentoring of new staff. 
  • Review monitoring reports, corrective actions, and other deliverables prepared by team members prior to submission. 
  • Perform additional tasks as assigned by task manager. 

Performance management and onboarding:  

  • Regularly monitors and supports team members’ general professional development as well as the specific expertise and skills required to ensure compliance with requirements, apt delivery of products and services, and adherence to deadlines.   
  • Regularly provides suggestions on process improvement.  
  • Provides oversight of the quality of work and deliverables.  
  • Monitors staff performance, providing additional training and feedback as needed.  
  • Completes Performance Improvement Plans (PIPs) as necessary.  
  • Completes annual performance evaluations and monitors staff progress toward annual goals.  
  • Reviews monthly reports; approves and submits consolidated reports as needed.  
  • Reviews and approves timecards, leave requests, proposed travel, and expense reports as applicable.  

Facilities Program Specialist tasks:

  • Develop program logic and evaluate performance measures regarding facility inspections and assessment. Coordinate, schedule, and document facility monitoring reviews.
  • Maintain organized records of inspection artifacts and communications.
  • Review inspection documentation, reports, and supporting materials for consistency with applicable building codes, life safety codes, licensing standards, and other relevant industry requirements; documenting and summarizing key findings.
  • Assist federal staff in tracking, monitoring, and documenting corrective actions arising from inspections or on-site reviews; ensure timely updates and closure evidence are captured.
  • Prepare technical summaries, monitoring reports, and briefing materials that synthesize observations, data, and documentation.  Ensure reports align with applicable statutes, regulations, and program policies and are submitted for review/approval within established reporting deadlines.
  • Analyze monitoring outputs to identify trends, recurring compliance issues, and operational risks across facilities; proposing data-informed recommendations for improvement to federal staff as appropriate.
  • Maintain complete and organized records of notes, tools, trackers, communications, and artifacts generated during monitoring activities in designated repositories (e.g., program SharePoint).
  • Provide technical guidance and compliance support related to care provider facilities, safety, and physical plant operations.

Qualifications:

  • Requires BS/BA degree along with 7 years of related work experience and at least 2 years of prior supervisory experience.
  • Proven experience evaluating condition of physical facilities and building systems (mechanical, electrical, plumbing, HVAC, etc.) against applicable federal, state, and local requirements, as well as legal codes.
  • Previous facilities management or building inspection experience and familiarity with permits, inspection reports, compliance assessments, and service and maintenance records.
  • Prior life safety standards evaluation or emergency preparedness experience a plus.
  • Excellent communications skills, both written and verbal.
  • High attention to detail.
  • Ability to conduct frequent travel, completing trips to designated sites up to 25% of the time.

Additional Requirements:

  • This position requires an existing MBI T2 Public Trust or the ability to obtain one.
  • Position is 100% remote, however regular domestic travel is required up to 25% of the time.  
The likely salary range for this position is $81,349 - $92,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
