Senior Financial Reporting Analyst, Maritime Administration (MARAD) - Remote
BizFirst is assisting our client with recruiting a Senior Financial Reporting Analyst to support the Maritime Administration (MARAD) CFO Budget & Financial Support Services program. This is a full-time role on an awarded task order, with an October 2026 start date.
Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.
What will you do
Our client is seeking a federal financial reporting specialist to prepare MARAD’s quarterly and annual financial reporting materials and the evidence behind them.
This is a preparer role, not a review role. You will work from controlled Delphi balances, maintain the U.S. Standard General Ledger crosswalk to statement components, clear GTAS validations before submission, and build the schedules and variance narratives that support reporting under OMB Circular A-136. Your work is independently reviewed by the Budget Execution & Accounting Lead before it reaches the Government, and the reporting package you produce is the evidence base for audit requests.
Responsibilities:
- Build and maintain a reporting calendar that works backward from submission dates to source cutoffs, preparer completion, independent review and correction time.
- Obtain controlled Delphi balances and reconcile beginning balances and period activity to ending balances for each reporting cycle.
- Maintain and version the USSGL crosswalk to statement components, notes and schedules, logging unmapped accounts, invalid attributes and inconsistent budgetary-to-proprietary relationships as exceptions tied to the affected reporting line.
- Run GTAS validations and schedule-to-ledger tie-outs, clearing fatal edits before submission and carrying a documented disposition for each proposed edit.
- Perform the tie-outs that fail most often: USSGL 4801 and 4901 undelivered and delivered orders against 2000-series payables; 4610 unobligated balance available against Fund Balance with Treasury 1010; and the adjusted trial balance to SF-133 by TAFS.
- Assemble OMB Circular A-136 reporting materials, investigating variances against prior periods and against grant, payroll and reimbursable activity.
- Prepare submission support packages carrying source versions, calculations and review evidence, and link audit requests to those schedules.
- Assemble audit documentation and draft technical responses for Government review.
- Advance stable schedules ahead of the Q2 and Q4 peaks and protect review time for late entries.
- Update crosswalks and checklists when an exception is resolved, so the next period starts from the prior determination rather than a fresh investigation.
Requirements:
- Bachelor’s degree in accounting, finance or a related field.
- Six or more years of federal financial management experience, including hands-on preparation of financial statement components, notes or schedules.
- Working knowledge of OMB Circular A-136 reporting requirements and the U.S. Standard General Ledger.
- Experience with GTAS submissions and resolving validation edits.
- Experience reconciling trial balance and general ledger data and investigating variances to their source.
- Ability to obtain and maintain a Public Trust determination.
Preferred Qualifications:
- Experience in a civilian agency CFO office, particularly within the Department of Transportation.
- Hands-on use of Oracle Federal Financials, particularly DOT’s Delphi.
- Experience preparing SF-133 budget execution reporting and reconciling it to the adjusted trial balance by TAFS.
- Experience supporting a financial statement audit, including PBC coordination and drafting technical responses.
- CGFM, CPA or CDFM credential.
- Familiarity with the DOT Enterprise Services Center as a shared service provider.
Work Authorization / Clearance:
- Public Trust determination required; work may begin on interim suitability approval where the Government grants it.
