Looking for a new and exciting opportunity where you can make an impact? We are looking for a Program Manager, Operations Support, to join the team!

What You Will Do

In this role you will provide strategic advice and support on a range of projects and initiatives with the goal of improving Transportation Operations.  The Program Manager works closely with senior management and project team members on delegated specific tasks, activities and deliverables.  This position will ensure program/project management is coordinated and aligned to achieve goals, deliverables and objectives that are consistent with the standards set by the Transportation Group.  

Other responsibilities of your role will include: 

  • Leads the centralization, standardization, development, and implementation of Transportation Group programs, projects, policies, and initiatives aligned with departmental, divisional, and corporate objectives.
  • Manages and oversees the coordination, delivery, and alignment of complex, multi-stakeholder projects and programs, ensuring consistency across project teams and related initiatives.
  • Builds and maintains effective relationships with internal and external stakeholders, including departments, contractors, industry partners, transit authorities, and legal counsel, to support project and program objectives.
  • Conducts research, observes transit operations, gathers and analyzes data, and provides recommendations to support decision-making, strategic planning, and continuous improvement initiatives.
  • Reviews and provides recommendations on procurement activities, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), tenders, and related project documentation.
  • Develops, communicates, and monitors program and project objectives, deliverables, schedules, budgets, risks, issues, and performance measures, including consolidated program-level reporting.
  • Facilitates program governance through meetings, project audits, milestone tracking, documentation, status reporting, and coordination with project managers and team leads.
  • Identifies, assesses, and manages project and program risks, contingencies, and inter-project conflicts to support successful outcomes.
  • Ensures compliance with organizational policies, standards, procedures, and regulatory requirements across all programs and projects.
  • Leads the development, monitoring, and reporting of departmental key performance indicators (KPIs), service standards, and improvement strategies to enhance performance, service delivery, and customer experience.
  • Participation in the TTC Customer Service Ambassador Program.
  • Demonstrates behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment.   • Project Management Professional (PMP) certification is considered an asset.
  • Transportation operations experience is considered an asset.
  • Excellent analytical and problem-solving skills.
  • Proven planning, organizational and decision-making skills.
  • Excellent communication, negotiation and conflict management skills. 
  • Demonstrated ability to influence and motivate others; adapt quickly to new environments; and work efficiently and effectively through stressful situations.
  • Extensive knowledge of and experience applying best practices, procedures and principles of project, program and portfolio management methodology.
  • Comprehensive knowledge of business administration and human resources policies and legislation/regulations regarding safety, human rights, employment, etc.
  • Team building skills; and extensive experience motivating, directing and influencing teams across multiple operational and business areas.
  • Comprehensive project, program and/or portfolio management experience.
  • Demonstrated ability to work with senior management on projects and programs.
  • Experience establishing, building and maintaining collaborative relationships with various stakeholders for the purpose of meeting the corporate/program objectives.
  • Familiarity with computers and computer-based techniques and applications related to the work.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Must have or rapidly acquire a thorough knowledge of TTC organizational structure, functions, operations, policies and procedures applicable to the work performed.

Must have or obtain Subway Rulebook certification.
