Program Manager (VA)

Job Summary

IronArch is seeking an experienced delivery leader to support the Veteran Transition Experience (VTE) program at the Department of Veterans Affairs (VA) while providing leadership across an assigned portfolio of IronArch programs.

This role is designed for someone who is strongest where strategy meets execution. Within VTE, you will operate as a Delivery Lead and Scrum Master, creating the structure, visibility, and delivery discipline that allow cross-functional product teams to do their best work. You will facilitate Agile delivery, surface and resolve blockers, manage risks and dependencies, monitor program health, and ensure contractual reporting and delivery obligations remain on track.

You will work in a shared ownership model with program and product leadership rather than operating as a traditional, top-down Program Manager. Success requires being close enough to the work to understand what is slowing teams down, while maintaining the broader perspective needed to anticipate risks, connect dependencies, and improve how the program operates.

Beyond VTE, you will also provide leadership across an assigned portfolio of IronArch programs. This includes maintaining visibility into delivery performance, staffing and risk; supporting customer relationships and escalations; managing and developing delivery personnel; and helping IronArch identify opportunities to strengthen existing programs and grow strategic customer relationships.

Key Responsibilities

VTE Delivery & Scrum Leadership

• Own day-to-day delivery for VTE, ensuring teams have the structure, information, and support needed to meet program and contractual objectives.
• Serve as Scrum Master, facilitating sprint planning, stand-ups, reviews, retrospectives, backlog refinement, and other team ceremonies.
• Partner with Product Managers to align team execution with product goals, priorities, and release plans.
• Monitor scope, schedule, resources, quality, risks, dependencies, milestones, and delivery commitments, resolving or escalating issues as needed.
• Coordinate work and dependencies across product, engineering, design, research, analytics, and other functions.
• Track sprint velocity and other delivery measures to understand team capacity, improve predictability, and identify opportunities for continuous improvement.
• Lead recurring contractual reporting, including the Monthly COR report, and maintain clear visibility into overall program health.
• Build trusted relationships with VA stakeholders and communicate progress, risks, dependencies, and mitigation plans clearly.
• Support project invoice workflows and coordinate with internal operations and finance partners as needed.
• Establish practical Agile, documentation, and knowledge-management practices that help teams work effectively and maintain continuity.
• Support onboarding and help new team members quickly understand team practices, responsibilities, and delivery expectations.

Data-Informed Delivery & Reporting

• Develop clear reporting that gives IronArch and VA stakeholders meaningful visibility into delivery progress, risks, trends, and outcomes.
• Use delivery metrics such as velocity, schedule performance, risks, operational measures, and available product data to identify trends and support decision-making.
• Help evolve reporting beyond activity tracking toward measures that demonstrate delivery performance and product outcomes.

Portfolio Leadership

In addition to VTE delivery responsibilities, this role will provide leadership across an assigned IronArch portfolio.

• Maintain a synthesized view of delivery performance, staffing, and risk across assigned contracts.
• Serve as an escalation point for client and contract delivery issues and help stabilize programs when additional leadership support is needed.
• Build and maintain executive-level relationships with key customers across the assigned portfolio.
• Review Program Manager forecasts and monitor portfolio-level staffing, delivery, and financial health in partnership with Finance and IronArch leadership.
• Participate in IronArch's Delivery Operations cadence and contribute portfolio updates to Business Health Reviews and Monthly Business Reviews.
• Manage assigned Program Managers, Associate Program Managers, or other delivery personnel, including coaching, performance feedback, reviews, and development planning.
• Mentor delivery leaders and help strengthen delivery practices across programs.
• Support strategic account planning and identify potential growth opportunities within existing customer relationships.
• Partner with IronArch leadership and other capability leaders when programs require additional technical, operational, or delivery support.

 Must Have

• Bachelor's degree in a related field or equivalent relevant professional experience.
• Significant experience leading delivery for complex digital product or technology programs.
• Demonstrated experience serving as a Scrum Master, Delivery Lead, Agile Delivery Manager, or in a comparable hands-on delivery role.
• Strong working knowledge of Scrum and Agile delivery practices, including sprint planning, backlog refinement, retrospectives, release planning, velocity, dependency management, and continuous improvement.
• Experience coordinating cross-functional teams that may include product management, engineering, design, research, analytics, and operations.
• Demonstrated ability to identify and manage delivery risks, blockers, dependencies, schedules, and competing priorities.
• Experience developing program or contract reporting for customers and organizational leadership.
• Experience working directly with government or enterprise customers and communicating effectively with stakeholders at multiple organizational levels.
• Experience managing and developing employees, including coaching and performance feedback.
• Ability to move comfortably between hands-on team delivery and broader program or portfolio-level concerns.
• Strong facilitation, communication, organization, and problem-solving skills.
• Ability to create structure and clarity in complex or ambiguous delivery environments.

Nice-to-Haves

• Current authorization/onboarding to work with the Department of Veterans Affairs.
• Previous experience supporting VA, VHA, or other federal civilian technology programs.
• Experience supporting Veteran-facing digital products or digital health services.
• Experience with Google Analytics 4 (GA4) or similar analytics platforms, including using product data to develop meaningful reporting and connect delivery decisions to measurable product outcomes.
• Experience turning product analytics and delivery data into dashboards, reports, or actionable recommendations.
• Experience with GitHub, Mural, Jira, Confluence, or similar collaboration and delivery-management tools.
• Experience with government contract reporting, invoice workflows, staffing forecasts, and contract performance monitoring.
• Experience managing delivery across multiple contracts or programs.
• Experience supporting account growth, capture, proposals, or other business development activities.
