Health Scientist II

The Health Scientist II provides advanced evaluation and implementation research support for DDT and THEEB. The position conducts national and programmatic assessments, develops evaluation plans and logic models, defines evaluation questions and indicators, and applies quantitative, qualitative, and mixed methods approaches to evaluate implementation processes and program outcomes. The Health Scientist II designs and conducts implementation research, including assessments of fidelity, reach, adaptations, barriers, facilitators, and contextual factors, and provides technical assistance and consultation to CDC staff, recipients, and partners.

ESSENTIAL REQUIREMENTS

• Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
• Master's degree in public health, health science, epidemiology, evaluation, social science, or a related field.
• Minimum of 10 years of relevant professional experience in public health evaluation, health science, implementation research, program evaluation, or a related field.
• Experience conducting national assessments of program inputs, activities, outputs, and outcomes.
• Experience developing evaluation plans, evaluation questions, indicators, and logic models.
• Experience collecting, analyzing, interpreting, and reporting quantitative and qualitative program data.
• Experience designing and conducting implementation research, including assessment of fidelity, adaptations, reach, barriers, facilitators, and contextual factors.
• Experience facilitating internal and external partner meetings and providing assistance, training, technical assistance, or consultation on evaluation methods and tools.
• Knowledge of the rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.
• Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint.
• Ability to use and manage CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance.
• Previous experience working with government procedures and guidelines.
• Ability to successfully complete any government-required background investigation or security clearance, if applicable to the task order.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Experience conducting a national assessment of a program or project’s inputs, activities, and outputs to determine its value or worth and to improve the program.
• Experience developing an evaluation plan, identifying evaluation questions and indicators, collecting, and analyzing quantitative and qualitative program data, interpreting the data in the context of the program, and reporting findings.
• Experience developing a large-scale program logic model, identifying appropriate program outcomes, facilitating internal and external partner meetings, and providing assistance or training on evaluation, methods, concepts, and tools.
• Experience designing and conducting implementation research, including assessing fidelity, adaptions, reach, and other contextual factors.
• Knowledge of the rules, procedures and principles that govern intramural and extramural program development, monitoring, and evaluation.
• Ability to use Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint) efficiently and effectively.
• Ability to use and manage CDC Administrative Systems (HUMAN SUBJECTS, OMB AND IRB, and E-Clearance) efficiently and effectively.
• Previous experience working with the government procedures and guidelines.

EDUCATION AND EXPERIENCE

Master's degree in public health, health science, epidemiology, evaluation, social science, or a related field and a minimum of 10 years of relevant professional experience. Experience should include national program evaluation, implementation research, evaluation planning, mixed-methods approaches, technical assistance, and public health program assessment.

The estimated pay range for this role is $97,600 to $115,000, with the final offer contingent on location, skillset, and experience.
