Associate Vice President – US Policy Campaigns

Position Overview:

As a Global Public Policy Leader with a focus on US policy, you will report to the VP, Head of US Policy and play a pivotal role in advancing policy priorities at the federal and state levels. You will oversee the development and execution of campaigns that enable Lilly to meet its policy goals and mitigate threats before they materialize. You will be action-oriented and outcomes-focused, with a primary responsibility for executing comprehensive policy campaigns to eliminate barriers in the external environment and improve the ecosystem in support of enterprise-wide policy priorities – working in close partnership with colleagues in Government Affairs, business units, and Lilly USA to advance the goals of the US Policy team. This position requires a keen understanding of US political dynamics, regulatory frameworks, communications, advocacy and a strategic mindset to drive business growth while ensuring compliance with local laws and regulations.

At a high level, you will:

• Identify opportunities for strategic partnerships to support policy campaigns that advance US policy priorities.
• Identify opportunities to harness stakeholder engagement to create momentum for policymaker action in priority areas, such as price control mitigation, PBM reform, prevention policy and other areas as assigned.
• Execute plans to amplify key policy arguments and critical resources (e.g., white papers, advocacy briefs) with external stakeholders.
• Coordinate with business unit (therapeutic area) and Government Affairs teams to ensure alignment on activities that advance preferred policy outcomes in the US. 
• Support the Head of US Policy by partnering with subject matter experts on the team to develop coordinated policy-shaping plans across a defined set of enterprise-wide policy goals.

Key Responsibilities:

Identifying Policy Shaping Opportunities:

• Drive outcomes by developing and deploying the full array of tools, resources, analytics, and strategic partnerships.
• Influence development and oversee execution of comprehensive policy campaigns to drive progress on preferred policy outcomes.
• Develop cohesive policy narratives that make the case for redressing harms of emerging policy threats.
• Leverage strategic-thinking to develop tactics to create public support for policy change
• Other projects and emerging topics, as assigned.

Communication and Stakeholder Engagement:

• Engage with internal and external stakeholders to build consensus around strategic actions and advocacy initiatives to create regulatory, legislative, or political momentum for desired policy changes.
• Lead and direct external consultants to support an integrated and strategic-minded approach to drive change within the policy ecosystem.
• Build support for the value of prescription drugs and efforts to rebuild public trust in science.
• Create action with internal stakeholders (Government Affairs, Communications, Legal, Business Units, Lilly USA) by incorporating feedback into strategic plans to advance policy goals.
• Coordinate with business unit (therapeutic area) corporate affairs teams to ensure alignment between short term and longer-term policy objectives and policy shaping efforts.

Strategic Partnerships:

• Develop, influence, and direct diverse, multi-stakeholder coalitions that can articulate harms of policy threats and drive support for policy alternatives.
• Leverage external relationships to gain insights into emerging issues, regulatory / legislative trends, and political risks that may impact the organization's business operations.

Required Skills and Qualifications:

• 7+ years experience with Master's degree (or Bachelor's with 10+ years experience) in biopharmaceutical industry, trade association, government, stakeholder organization, academic think-tank, or payer organization preferred.
• Demonstrated innovator and self-starter with the ability to create action through relationship-building and by working collaboratively across functional teams to drive consensus.
• Ability to handle multiple priorities in a dynamic and evolving environment.
• Excellent oral presentation skills with a demonstrated ability to present complex information accurately and concisely.
• Strong organization skills and meticulous attention to detail.
• In-depth knowledge of political and regulatory environments.
• Proven track record of successful relationship-building efforts with industry associations and other stakeholders.
• Designed and delivered integrated public affairs strategies for various clients and projects.
• Strong strategic thinking capabilities, with the ability to anticipate and respond effectively to emerging challenges and opportunities.

Additional Information:

• Location: Washington, DC, but remote will be considered.
• Travel Percentage: 15%-30%
