Budget Operations and Contract Monitoring Analyst

Job Summary

Seeking for an experienced Budget Operations and Contract Monitoring Analyst to support budget operations, contract spend monitoring, financial reporting, fund utilization tracking, and reconciliation activities. This role requires strong analytical skills, attention to detail, and the ability to manage multiple financial priorities and recurring deadlines.

Responsibilities:

• Prepare, review, and process journal vouchers and financial adjustments.
• Monitor spending across multiple contracts against authorized budgets.
• Prepare reports on contract utilization, budget variances, and projected spending.
• Track fund utilization across state and federal funding sources.
• Prepare and process revisions to appropriation and certified budgets.
• Perform financial and budget reconciliations and investigate discrepancies.
• Maintain accurate supporting documentation and audit trails.
• Respond to budget and contract-related questions from program and finance teams.
• Manage multiple priorities and recurring financial reporting deadlines.
• Prepare clear financial and budget reports for leadership.

Qualifications:

• Bachelor’s degree or relevant education/experience in Finance, Accounting, Business Administration, or a related field.
• 3+ years of experience in budget analysis, accounting, financial reporting, or a related area.
• 3+ years of experience monitoring contract spending across multiple contracts.
• Experience tracking state and federal fund utilization.
• Familiarity with journal vouchers, fund accounting, budget revisions, and reconciliation.
• Strong spreadsheet and financial reporting skills.
• Experience with collaboration and tracking tools such as Microsoft Project, Microsoft Teams, and Zoom.
• Excellent written and verbal communication skills.
• Ability to work independently while managing multiple projects and deadlines.
• State government, public-sector, or Health and Human Services experience, including Medicaid/MMIS, is highly preferred.
