Manages and implements programs to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses.  Develops accident-prevention and loss-control systems and programs for incorporation into operational policies of organization.  Manages and coordinates occupational health activities.  Identifies and appraises conditions that could produce occupational health injuries and financial losses and evaluations potential extent of injuries resulting from accidents or unsafe environments.  Conducts research studies to identify hazards and evaluate loss producing potential of given system, operation or process.  Devises methods to evaluate occupational health programs and conducts or directs evaluations.  Leads and directs the work of other employees and has full authority for personnel decisions.  Administers policies and procedures, evaluates results and performance, and assists with development of new or modified strategic plans or policies.  Ensures workplace occupational health and safety is compliant with OSHA standards, DoD directives, and DCSA-specific policies.  DCSA currently has 163 locations, for which the Industrial Hygienist will be required to conduct safety requirements.

Position is part-time with 10 hours a week.

• Demonstrated experience using monitoring equipment for air quality, noise, and radiation.
  
  • Supports the health and safety of DCSA employees by anticipating, recognizing, evaluating, preventing, and controlling environmental factors or stressors. This includes health hazards that can cause sickness, impaired health and well-being, or significant discomfort for workers through chemical, physical, or biological exposures.
  • Based on sampling results, observation of the operation, and knowledge of toxic or hazardous materials, prepares a technical report citing health hazards and setting forth recommended actions for their control or elimination. This includes monitoring at a variety of workplaces, including use of noise data, indoor air quality instrumentation, airborne contaminant collection instruments, and ventilation evaluation equipment.
• Facility Safety and Compliance:
  
  • Ensure all DCSA facilities achieve and maintain compliance with applicable Safety and Occupational Health (SOH) standards.
  • Conduct annual facility safety assessments using a RAC code-based prioritization approach to focus on facilities with the greatest safety risks or when required by the customer.
• Mishap and Hazard Management:
  
  • Investigate, report, and mitigate mishaps (e.g., ground, traffic, and occupational incidents) to prevent recurrence.
  • Track identified hazards from identification to closure, ensuring timely follow-up actions.
• Proactive Risk Reduction: 
  
  • Implement programs to proactively identify and reduce workplace risks, including ergonomic stressors and illness hazards.
  • Conduct ergonomic and health assessments and job hazard analyses to improve workplace safety.
• Program Reporting and Documentation: Deliver accurate, timely, and actionable reports ensuring all reports meet established timelines and quality standards.  Reports shall be delivered in a format approved by the Contracting Officer's Representative (COR) and address findings, potential risks, and recommend specific corrective actions to ensure compliance with all applicable standards.
• SOH Program Support/Training 
  
  • Serve as the expert SOH authority for the region, providing training, consultation, and technical guidance to DCSA personnel.
  • May conduct safety training sessions via MS TEAMS to instruct DCSA employees on hazard detection and reporting using the DCSA Safety module and any other subject with the goal of enhancing awareness and compliance with safety standards.
• Facility Project Safety Oversight:
  
  • Attend facility renovation and Military Construction (MILCON) project meetings to ensure compliance with OSHA standards.
  • Document safety concerns and provide recommendations to mitigate risks during construction and renovation activities.
• Quality Control and Assurance: 
  
  • Develop, implement, and maintain a occupational health quality control measures to ensure services are performed in accordance with the requirements of the Performance Work Statement.
  • Procedures to address may include the following:
    
    • Inspection System: A description of the inspection system that will cover Industrial Hygiene services required by this PWS. This must specify the areas to be inspected on both a scheduled and unscheduled basis, the frequency of inspections, and the titles of the individuals who will perform the inspections.
    • Deficiency Identification: A method for identifying deficiencies in the quality of service performed before the level of performance becomes unacceptable.
    • Corrective and Preventive Actions: A clear process for correcting identified deficiencies and implementing preventive measures to preclude their recurrence. This should include procedures for root cause analysis.
    • Performance Requirements Summary (PRS) Alignment: Specific quality control procedures that directly address each of the areas identified in the Performance Requirements Summary (PRS) of the PWS.
    • Documentation and Records: A description of how QC inspections, corrective actions, and performance metrics will be documented and maintained. These records shall be made available to the Government upon request.
    • Customer Feedback: A process for receiving, evaluating, and addressing customer feedback and complaints to improve service quality.

• 3 - 5 years of relevant field experience.
• Bachelor’s degree in occupational health, safety, biology, chemistry, toxicology or engineering or related safety field.
  Current Secret security clearance required.
  Current and valid Driver's License.
  75% of travel.

Desired Certifications:

• Occupational Hygiene and Safety Technician (OHST) certification with Board of Certified Safety Professionals or equivalent credentials.

This position is contingent upon contract funding. Applicants selected may be offered the job but cannot begin work until funding has been confirmed.
