Job description

Position Overview
We are seeking a highly experienced Senior Technical Project Manager to lead complex GxP-regulated network and infrastructure initiatives within a global Life Sciences environment.
This individual must be a seasoned, hands-on project leader with the technical depth to effectively manage infrastructure and network engineering teams and the regulatory experience to deliver solutions within a validated GxP environment.
The ideal candidate has successfully led large-scale network modernization, infrastructure deployment, site connectivity, or technology refresh programs in pharmaceutical, biotechnology, or other highly regulated environments. This role requires someone who can independently drive execution, manage technical and business stakeholders, navigate validation and quality requirements, and maintain control of complex dependencies across multiple teams, vendors, and sites.
We are looking for a senior PM who can own delivery end-to-end, identify problems before they become issues, challenge teams when necessary, and drive decisions to closure.
Key Responsibilities
Program and Project Leadership
  • Lead end-to-end delivery of complex network and infrastructure projects within GxP-regulated environments.
  • Develop and manage integrated project plans encompassing infrastructure, network engineering, cybersecurity, application dependencies, validation, quality, vendors, and business/site readiness.
  • Establish clear scope, milestones, dependencies, critical paths, resource requirements, and delivery expectations.
  • Drive projects from initiation and design through implementation, qualification, cutover, stabilization, and project closeout.
  • Manage multiple concurrent workstreams, locations, technical teams, and third-party providers.
  • Maintain strong execution discipline across RAID management, action tracking, decision management, financials, resource planning, and status reporting.
  • Identify delivery risks early and aggressively drive mitigation and escalation.
  • Lead governance meetings, technical working sessions, steering committees, and executive-level status reviews.
  • Ensure decisions, actions, risks, and dependencies have clear ownership and are driven to closure.
Network and Infrastructure Delivery
Provide project leadership for initiatives that may include:
  • Manufacturing, laboratory, office, and regulated site infrastructure
  • LAN/WAN and enterprise network modernization
  • Network hardware refresh and lifecycle management
  • Switches, routers, firewalls, wireless infrastructure, and related technologies
  • SD-WAN and WAN connectivity
  • Network segmentation and security initiatives
  • Data center and server infrastructure
  • Cloud and hybrid infrastructure connectivity
  • Site expansions, migrations, relocations, and technology deployments
  • Infrastructure decommissioning and remediation
  • Disaster recovery and business continuity-related infrastructure
  • Multi-site network cutovers and go-live activities
Partner closely with network architects and engineers to understand solution designs, implementation sequencing, technical dependencies, testing requirements, and operational readiness.
The PM does not need to perform engineering configuration but must be technically credible enough to understand the architecture, ask the right questions, identify gaps, and translate technical issues into actionable project decisions.
GxP, Quality, and Validation
  • Lead infrastructure projects in accordance with applicable GxP, quality, validation, security, and change-control requirements.
  • Partner closely with Quality, Validation, IT Compliance, Cybersecurity, and technical teams throughout the project lifecycle.
  • Ensure validation and qualification activities are incorporated into the project schedule rather than treated as downstream activities.
  • Coordinate required documentation, approvals, testing, traceability, change controls, and implementation evidence.
  • Understand and manage dependencies associated with validated systems supported by network and infrastructure components.
  • Ensure changes are appropriately assessed for GxP impact before implementation.
  • Support audit and inspection readiness by ensuring project and implementation documentation is complete, controlled, and traceable.
  • Drive completion of required quality and validation deliverables prior to production release or project closure.
Required Qualifications
  • 10+ years of project/program management experience, with significant experience leading complex enterprise technology initiatives.
  • 5+ years of experience within pharmaceutical, biotechnology, medical device, or another highly regulated environment.
  • Demonstrated experience managing projects involving enterprise network and/or infrastructure technologies.
  • Strong working knowledge of GxP environments, computerized systems, IT quality processes, validation/qualification, and controlled change management.
  • Proven experience managing major infrastructure implementations, network transformations, refresh programs, migrations, or multi-site deployments.
  • Strong understanding of network and infrastructure concepts including LAN/WAN, Wi-Fi, firewalls, routing/switching, connectivity, data centers, cloud connectivity, and cybersecurity dependencies.
  • Demonstrated ability to manage complex projects involving internal engineering teams, Quality, Validation, Cybersecurity, business stakeholders, external vendors, and managed service providers.
  • Experience planning and managing production cutovers with detailed implementation, testing, rollback, communication, and hypercare plans.
  • Strong RAID, dependency, critical-path, and change-management discipline.
  • Experience managing project budgets, forecasts, resources, vendors, and statements of work.
  • Ability to communicate effectively with both deeply technical teams and senior business executives.
  • Strong executive presence with the ability to challenge assumptions, facilitate decisions, resolve conflict, and escalate appropriately.
  • Demonstrated ability to operate independently in complex, matrixed organizations.
Strongly Preferred
  • Experience within large global pharmaceutical organizations.
  • Experience delivering infrastructure to manufacturing, laboratory, R&D, clinical, or other GxP-regulated environments.
  • Experience with network segmentation and cybersecurity-driven infrastructure programs.
  • Experience with infrastructure qualification and Computer System Validation / Computer Software Assurance principles.
  • Experience managing global or multi-site infrastructure deployments.
  • Experience working with enterprise change-management, ITSM, and CMDB processes.
  • Familiarity with ServiceNow and enterprise portfolio/project management tools.
  • PMP, PgMP, Agile, or comparable project/program management certification.
Critical Success Profile
The successful candidate will be someone who:
  • Drives rather than coordinates.
  • Is comfortable holding senior engineers, vendors, and cross-functional leaders accountable.
  • Understands enough about infrastructure to recognize when a technical answer does not fully address the delivery risk.
  • Understands enough about GxP to know that validation, documentation, approvals, testing, and traceability must be built into the plan from day one.
  • Can take an ambiguous infrastructure initiative and establish structure, governance, accountability, and an executable path forward.
  • Communicates problems early and arrives with options and recommendations.
  • Remains composed during high-pressure implementations and cutovers.
  • Has exceptional attention to detail without losing sight of the overall business outcome.
  • Builds strong relationships while maintaining a high bar for execution.
