Senior Medicaid/CHIP Policy & Content QA Advisor, Remote

We are seeking a highly experienced Medicaid/CHIP policy professional to support a large federal healthcare engagement focused on the Medicaid and CHIP Learning Collaboratives (MACLC).

This is a senior-level consulting role supporting work with the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS). The consultant will serve as a senior policy subject matter expert and provide content-focused quality assurance and oversight for a team developing technical assistance and policy materials for CMS and state Medicaid/CHIP programs - especially with eligibility and enrollment.

The ideal candidate will bring deep Medicaid/CHIP policy and program knowledge, experience working with CMS/CMCS and/or state Medicaid programs, and the ability to translate CMS needs and complex policy requirements into clear direction and actionable feedback for project teams.

Key Responsibilities

  • Meet and collaborate directly with CMS/CMCS stakeholders to understand policy priorities, requirements and expectations for technical assistance materials and other deliverables.
  • Serve as a senior Medicaid/CHIP subject matter expert and trusted advisor to the project team.
  • Provide substantive content QA and oversight for a team developing Medicaid/CHIP policy and technical assistance materials.
  • Review reports, guidance documents, memos, issue briefs, presentations, webinars and other deliverables for policy accuracy, clarity, consistency and completeness.
  • Provide detailed, actionable feedback to content-development teams and partner with them through revisions and final delivery.
  • Ensure deliverables accurately reflect CMS policy, legislative requirements and CMS/CMCS expectations.
  • Help translate complex federal legislation, regulations and policy requirements into clear and practical technical assistance for state Medicaid and CHIP programs.
  • Identify policy gaps, inconsistencies, potential areas of confusion and implementation considerations before materials are delivered to CMS or state stakeholders.
  • Help maintain quality and consistency across a high volume of complex deliverables while meeting project deadlines.
  • Support the team in moving materials efficiently from development through review, revision and final delivery.

Required Qualifications

  • Approximately 10+ years of progressively responsible Medicaid and/or CHIP policy, program or operational experience.
  • Deep knowledge of Medicaid/CHIP policy and the federal-state relationship involved in administering these programs.
  • Significant experience working with or supporting CMS/CMCS, state Medicaid agencies, or organizations providing Medicaid policy and technical assistance support.
  • Experience with Medicaid/CHIP eligibility and enrollment, state operations, program implementation or related policy areas.
  • Demonstrated ability to interact directly with senior government clients and translate their needs into clear direction for project teams.
  • Strong understanding of how federal Medicaid policy, legislation and regulatory requirements are interpreted and implemented by states.
  • Demonstrated experience developing, reviewing or providing senior-level oversight of Medicaid policy, regulatory, implementation or technical assistance materials.
  • Exceptional attention to detail and ability to review complex materials for both substantive policy accuracy and overall quality.
  • Excellent written and verbal communication skills, with the ability to provide clear, constructive feedback to writers, analysts and other project team members.
  • Ability to manage and review a high volume of complex deliverables under deadline.
  • Bachelor's degree required; master's degree or other advanced degree in public policy, public health, health administration, law, economics, social sciences or a related discipline preferred.
  • U.S. citizenship required. Must be able to successfully complete required federal/CMS background and security requirements.

Highly Preferred Experience

  • Previous experience within or directly supporting CMS/CMCS.
  • Experience supporting CMCS technical assistance to state Medicaid and CHIP agencies.
  • Senior policy or program experience within a state Medicaid agency.
  • Experience with Medicaid/CHIP eligibility and enrollment, state operations, program implementation or related policy areas.
  • Experience interpreting and supporting implementation of significant federal Medicaid legislation or regulatory changes.
  • Experience providing senior-level review or QA of policy and technical assistance deliverables.
  • Consulting or advisory experience involving direct interaction with CMS, CMCS or state Medicaid leadership.
