The TTC has an opportunity for you to join us as a Project Manager, Third Party, Property and Planning. What You Will Do

Reporting to the Director, Third Party Property & Planning, the Program Manager, Third Party Property, Planning & Permits (TPPP) is responsible for leading and overseeing the activities, functions, and performance of the TPPP team in support of the TTC's Major Projects portfolio. This role provides strategic leadership across property acquisition, planning approvals, permitting, utility coordination, development agreements, and stakeholder management activities that are critical to the successful delivery of major transit infrastructure projects.


In this role, you will lead a team of Property, Planning & Approvals, and Utility Coordinators responsible for supporting the TTC's Major Projects portfolio. You will oversee complex property transactions, planning approvals, permits, utility coordination activities, and development agreements from project inception through execution, ensuring project objectives, operational requirements, schedules, and budgets are achieved.


You will serve as the TTC's lead representative and negotiator with municipalities, government agencies, utility companies, developers, property owners, consultants, and other external stakeholders. You will develop and implement strategies for property acquisition, permit approvals, and utility coordination that support project delivery while protecting the TTC's interests.


The successful incumbent will build and maintain strong partnerships with the City of Toronto, York Region, Metrolinx, and other development approval agencies to support the delivery of major infrastructure projects. You will provide technical guidance and strategic advice on development proposals, land use planning matters, property agreements, and operational impacts to ensure TTC requirements are appropriately addressed.


You will identify and manage project risks related to property, planning, permitting, and stakeholder matters, while resolving complex issues and negotiating solutions that support project success. You will also monitor legislative and policy changes, including planning and development regulations, to assess impacts and recommend appropriate courses of action.


As a people leader, you will provide direction, mentorship, coaching, and performance management to staff, fostering a collaborative and high-performing team environment. You will support the development of program management plans, policies, procedures, and best practices while promoting continuous improvement across the TPPP function.


As a key member of the leadership team, you will champion the TTC's interests in negotiations and development initiatives, build productive relationships with municipal and external partners, and ensure operational requirements are incorporated into project planning and execution. You will also support the Director in evaluating programs, processes, agreements, and approvals to drive operational excellence and continuous improvement, while serving as the Director's designate as required.

You will contribute to the successful delivery of projects by evaluating development proposals, reviewing financial and policy implications, obtaining cost estimates, supporting budget development, and ensuring agreements and approvals are executed efficiently. You will also represent the TTC at working groups, technical committees, stakeholder meetings, and executive-level discussions, providing reports, recommendations, and presentations as required.

What Qualifications Do You Bring?

  • A University Degree, or College Diploma in a related discipline (e.g. project management, urban planning, construction management, architecture or engineering), with extensive experience in transit-oriented land development and large-scale infrastructure projects; or a combination of education, training, and experience deemed to be equivalent.
  • Project Management Professional (PMP), International Right of Way Association (IRWA) or Appraisal Institute of Canada (AIC) membership / designation considered a strong asset
  • Extensive experience leading complex property acquisition, planning approvals, permitting, utility coordination, development agreements, and stakeholder engagement initiatives.
  • Comprehensive knowledge of land development, real estate transactions, property acquisition, expropriation processes, planning approvals, municipal approvals, and utility coordination practices.
  • Demonstrated experience negotiating complex agreements and building productive relationships with municipalities, government agencies, developers, consultants, utility owners, legal representatives, and senior stakeholders.
  • Strong understanding of planning and development legislation, regulations, and policies, including the Planning Act, Expropriations Act, Official Plans, zoning by-laws, and related development approval frameworks.
  • Proven leadership experience managing teams, mentoring staff, and delivering results through collaboration, accountability, and continuous improvement.
  • Exceptional project management skills, with the ability to manage multiple priorities, budgets, schedules, milestones, and competing stakeholder interests simultaneously.
  • Strong analytical, problem-solving, and decision-making abilities, with experience evaluating technical, legal, operational, financial, and policy-related issues.
  • Demonstrated ability to interpret complex engineering drawings, property plans, legal agreements, leases, easements, contracts, and development documentation.
  • Excellent written and verbal communication, facilitation, presentation, stakeholder management, and negotiation skills, with the ability to influence outcomes and build consensus in politically sensitive and complex environments.
  • Proficiency with Microsoft Office applications and financial spreadsheet tools.
  • Ability to exercise sound judgment and maintain confidentiality when managing sensitive property negotiations and business matters.
  • Knowledge of accessibility and accommodation obligations under the Ontario Human Rights Code and related legislation.
