Job Description:

Parsons is seeking a highly experienced Ecology/Waters Team Lead join our growing Indianapolis environmental practice. Parsons’ Indianapolis office is leading the way in delivering major transportation projects across the state, and our full-service environmental group is integral to its success.

This role requires:

  • Technical expertise in ecology, water resources, and related permitting.

  • Experience with the highway/bridge sector, specifically with INDOT projects, is strongly preferred.

  • Strong organizational skills to lead and deliver environmental tasks and projects.

  • Commitment to working in a team environment and providing leadership and mentorship to other staff.

  • A relationship-builder mindset and an attitude of partnership with our clients.

Responsibilities

  • Manage and/or deliver all ecological and permitting requirements for transportation projects in Indiana, including:

    • Field investigations

    • Waters of the U.S. (WOTUS) report development

    • Section 404/401 permitting

    • Construction in a Floodway (CIF) permitting

    • Experience with high-profile and complex projects is preferred.

  • Conduct field investigations for the presence of threatened and endangered species (e.g., bats, migratory birds).

  • Lead field investigations and provide technical guidance and mentorship to team members within areas of expertise.

  • Communicate and coordinate effectively with other disciplines involved in projects (e.g., public involvement, roadway, bridge, drainage, construction).

  • Implement Parsons’ quality assurance/quality control (QA/QC) system, including reviewing work products and identifying continuous improvement opportunities.

  • Actively participate in public involvement activities (e.g., public meetings, presentations, hearings).

  • Support business development activities, including project pursuits and preparation of letters of interest.

  • Take advantage of leadership and growth opportunities within a dynamic and growing environmental team.

  • Assign and reassign staff based on project needs, monitor productivity, and support the professional development of junior personnel.

  • Establish project budgets, staffing plans, work plans, schedules, and delivery requirements.

  • Track project financials, monitor scope and schedule performance, and maintain quality-control documentation.

  • Ensure that project work complies with applicable federal, state, and local policies, procedures, regulations, technical standards, and contractual obligations.

  • Represent Parsons at conferences, seminars, professional meetings, and industry events.

  • Maintain active membership in appropriate professional organizations and societies.

  • Promote a collaborative environment focused on technical excellence, mentorship, inclusion, and continued team growth.

Basic Qualifications

  • Bachelor’s degree in urban planning, environmental planning, environmental science, transportation planning, engineering, or a related field.

  • 20 years or more of progressively responsible experience in urban planning, environmental planning, transportation planning, or a related discipline.

  • Extensive knowledge and practical experience supporting INDOT permitting assignments.

  • 40-hour USACE-approved Wetland Delineation Training

  • Demonstrated experience leading complex projects and delivering work within scope, schedule, and budget.

  • Excellent written, oral, presentation, and interpersonal communication skills.

  • Proficiency with Microsoft Office applications.

  • Experience with ArcGIS and ArcGIS Online.

  • Ability to work collaboratively with multidisciplinary teams, clients, agencies, consultants, and the public.
