Job description

SECONDMENT OBJECTIVES: 

The Regional Portfolio Expansion and Delivery Excellence Lead will play a critical role in supporting Generation Latin America's growth ambitions and impact goals during a period of regional leadership maternity leave. Working closely with the Regional Program & Growth Director for LatAm, the Business & Program Development Manager for Gen Direct, the Regional Fellow, country CEOs, and their leadership teams, this role will drive two interconnected priorities: (i) supporting the expansion of Generation's program portfolio across the region, with an initial focus on Colombia, and (ii) strengthening operational excellence and impact performance across country affiliates.

The secondee will serve as a strategic thought partner, helping identify and assess new program opportunities, supporting implementation planning for future portfolio expansion, monitoring regional performance against key impact indicators, and influencing continuous improvement efforts across affiliates. The role will provide data-driven insights, facilitate program reviews, identify risks and opportunities, and support country teams in achieving high standards of delivery quality, learner outcomes, and reporting excellence.

This is a 6-month secondment opportunity requiring approximately 1 day per week (20% time allocation), with regular engagement across regional and country teams and monthly progress updates to the Global CEO.

KEY ACCOUNTABILITIES & RESPONSIBILITIES: 

Portfolio Expansion & Program Development

  • Support countries in identifying and assessing high-potential program expansion opportunities aligned with labor market demand and Generation's strategic priorities
  • Partner with the Regional Program & Growth Director for LatAm and Business & Program Development Manager for GenDirect LatAm to run a market assessment and identify new programs with high impact potential, specially in sectors where we currently don’t have a presence
  • Serve as a thought partner for the Regional Program & Growth Director for LatAm and Business & Program Development Manager for GenDirect LatAm in evaluating employer demand, sustainability, learner demand, feasibility and implementation requirements for new program with high-impact potential
  • Review implementation workplans and readiness assessments for priority opportunities, with an initial focus on Colombia.
  • Coordinate cross-country learning and best-practice sharing to support successful portfolio diversification.
  • Contribute insights and recommendations that strengthen regional portfolio strategy and future program investments.
  • Support the identification and development of 4-5 high-potential new programs in the region for potential launch in 2027

Delivery Excellence & Impact Performance

  • Monitor LatAm country operations performance across breadth, depth, and durability indicators and support country teams in addressing performance gaps.
  • Participate in quarterly regional performance reviews covering impact outcomes, operational performance, data quality, and improvement priorities.
  • Review regional dashboards and performance reports to identify risks, trends, and opportunities for improvement.
  • Support country CEOs and leadership teams in developing and tracking action plans to improve delivery quality and learner outcomes.
  • Promote consistent use of performance management processes, tools, and reporting standards across affiliates.
  • Collaborate with relevant teams to strengthen impact measurement and outcome tracking practices.

Data Quality & Reporting

  • Monitor data quality and completion across affiliates and support remediation efforts where gaps exist.
  • Track progress toward regional targets for demographic and employment outcomes
  • Review the collection, analysis, and synthesis of regional performance data.
  • Prepare executive summaries, performance updates, and recommendations for regional and global leadership.
  • Support the dissemination of key learnings and operational insights across the region.

KEY METRICS:  

By the end of the secondment, the successful candidate will have supported:

  • Identification and assessment of 4-5 high-potential new programs for possible 2027 launch.
  • Initial implementation roadmap and planning recommendations for priority portfolio expansion opportunities.
  • Regional recommendations to improve breadth, depth, and durability outcomes.
  • Enhanced regional monitoring and reporting on impact and operational performance.
  • Action plans and follow-up mechanisms established for key affiliate performance improvement opportunities.
  • Regional summary of lessons learned and recommendations for continuous improvement.

ATTRIBUTES/QUALIFICATIONS:

  • Lead or Manager-level professional with strong project and stakeholder management experience
  • Demonstrated ability to influence and coordinate cross-functional teams without direct authority
  • Experience using data and performance metrics to drive operational improvements and decision-making
  • Strong understanding of program implementation, impact measurement, and performance management
  • Excellent communication and facilitation skills, with the ability to engage senior leaders across multiple countries
  • Strong analytical and problem-solving capabilities
  • Mission-driven, highly collaborative, and comfortable operating in a regional, matrixed environment
  • Fluent in English and Spanish; Portuguese is a plus
