Job Overview:
Lead the data architecture and engineering design for Missouri’s Integrated Health Data Fabric (MIHDF), expanding the State’s existing enterprise lakehouse into a governed, interoperable data foundation. Must combine hands-on clinical-feed normalization with AWS ingestion architecture, canonical/FHIR data modeling, and enterprise metadata and lineage practices.
Responsibilities:
- Define and implement the lakehouse data architecture across raw/bronze, curated/silver, and reporting/gold layers while preserving source fidelity and auditability
- Design batch, near-real-time, and event-driven ingestion pipelines for clinical, claims, eligibility, social-care, and public-health data using AWS-native services, including AWS Glue
- Map heterogeneous clinical feeds into governed transactional and analytical structures using canonical and FHIR-aligned data models
- Establish data-quality, validation, reconciliation, deduplication, harmonization, schema-evolution, and exception-management controls
- Implement metadata management, lineage, data cataloging, provenance, retention, and traceability from source through downstream reports and APIs
- Coordinate lakehouse integration with the FHIR platform, API layer, master data/patient identity capabilities, analytics, and downstream CMS/state reporting
- Produce architecture decisions, data mappings, interface specifications, runbooks, and knowledge-transfer materials suitable for State operations
- Collaborate with security, integration, FHIR, analytics, and delivery teams in a multi-vendor Medicaid environment
Mandatory Qualifications:
- 8+ years mapping unstandardized clinical data feeds into cloud-hosted transactional database tables
- 8+ years of data engineering or data architecture experience covering AWS, ingestion pipelines, canonical/FHIR data modeling, and metadata/lineage
- Demonstrated ability to translate healthcare source data into governed, production-grade data models and pipelines
- Ability to perform all work within the United States and support Jefferson City onsite needs as directed
Preferred Qualifications:
- Deep FHIR R4, US Core, HL7 v2, CDA/C-CDA, healthcare terminology, or implementation-guide experience
- AWS Glue, S3, lakehouse, catalog, orchestration, observability, and data-security experience
- Medicaid, MMIS/MES, state health and human services, claims/eligibility, or public-health data experience
- Experience with master patient index/master data management, consent, data governance, CMS reporting, or HIPAA/MARS-E controls
