Job Overview:
Own the end-to-end integration architecture for MIHDF, establishing a governed AWS-native integration layer that connects Medicaid and enterprise systems, health information networks, managed care organizations, providers, community partners, and analytics services. Must bring unusually deep, directly relevant experience with AWS API gateways, AWS Glue pipelines, and healthcare EDI payloads.
Responsibilities:
- Define the target integration architecture and clear boundaries among the API gateway, integration/orchestration services, event-driven components, FHIR services, and data pipelines
- Design secure, reusable interface patterns for synchronous APIs, batch files, events, streaming, and orchestration across AWS-native services
- Architect AWS API gateway and Glue-based integration pipelines for healthcare formats including X12 EDI, HL7 v2, CDA/C-CDA, FHIR R4, and secure file exchanges
- Connect existing Missouri Medicaid and agency systems, external partners, HIE/HIN entities, MCOs, providers, and community organizations without creating a duplicative data fabric
- Establish interface standards for identity, consent, encryption, private connectivity, error handling, retries, correlation IDs, monitoring, logging, and auditability
- Guide reusable connector development, API lifecycle management, versioning, performance, scalability, disaster recovery, and operational support
- Provide architecture governance through design reviews, architecture decision records, standards, dependency management, and coordination across State and vendor teams
- Partner with the Data/Lakehouse Architect and FHIR lead to align transactional integration, data ingestion, canonical models, and interoperability services
Mandatory Qualifications:
- 10+ years designing AWS-native API gateways
- 10+ years designing AWS Glue integration pipelines handling healthcare EDI payloads
- Production architecture experience spanning secure enterprise integration, interface lifecycle management, and healthcare data exchange
- Ability to perform all work within the United States and support Jefferson City onsite needs as directed
Preferred Qualifications:
- FHIR R4, SMART on FHIR, US Core, Bulk FHIR, HL7 v2, CDA/C-CDA, X12, or terminology-services experience
- Medicaid/MMIS/MES or state health and human services systems integration experience
- AWS integration, security, observability, eventing, networking, high availability, and disaster-recovery expertise
- Experience operating as a design authority in a complex multi-vendor program and translating architecture into implementable delivery increments
