Sr. Systems Developer (Applications Developer- Sr)


Job Summary


We are seeking a highly skilled and experienced Senior Systems Developer (Applications Developer - Senior) to join our Health IT team. This role is ideal for a senior-level professional with deep expertise in application development, system architecture, and enterprise content management (ECM) technologies, especially within Department of Defense (DoD) environments. The ideal candidate will bring a solid understanding of the DoDI 5000.02 Agile development process, proven technical acumen, and hands-on experience with implementing large-scale solutions using OpenText Content Suite and related platforms.


Responsibilities

  • Design, develop, test, and maintain advanced application solutions for Health IT systems in alignment with DoD standards and frameworks.
  • Lead and participate in the full software development lifecycle using Agile methodologies in accordance with DoDI 5000.02.
  • Provide technical direction in the development of business processes, automation strategies, and application integration efforts.
  • Implement and support enterprise content management (ECM) systems, specifically OpenText Content Suite, AppWorks, and Archive Center.
  • Collaborate with stakeholders to analyze requirements and translate them into scalable and maintainable solutions.
  • Ensure system integrity, quality assurance, security compliance, and interoperability with other defense health applications.
  • Mentor junior developers and contribute to best practices for coding, testing, deployment, and documentation.
  • Troubleshoot and resolve complex system issues and recommend improvements to optimize performance and maintainability.

Education and Experience

  • Bachelor’s Degree in Computer Science, Information Systems, Mathematics, Engineering, or a related field; or equivalent relevant experience.
  • Minimum 10 years of technical experience in Health IT systems and software development.

Required Skills

  • Demonstrated experience with Department of Defense systems development using the DoDI 5000.02 Agile acquisition lifecycle.
  • Strong technical expertise in application development and business process automation.
  • Deep understanding of computer science concepts and techniques, especially for solving engineering, scientific, or data management problems through automation.
  • Hands-on experience with large-scale ECM implementations, preferably with OpenText Content Suite, AppWorks, and Archive Center.

Desired Skills

  • Experience working within secure, highly regulated environments (e.g., FedRAMP, DoD RMF).
  • Familiarity with service-oriented architecture (SOA) and enterprise integration patterns.
  • Experience in developing custom workflows and forms in ECM platforms.
  • Knowledge of cybersecurity principles, information assurance, and data governance.
  • Certifications related to ECM platforms, Agile methodologies, or DoD IT systems (e.g., OpenText certifications, PMP, SAFe, Security+).

Security Clearance

  • Eligible to obtain a Public Trust Clearance.
