Job description

Position Overview

We are looking for an experienced HSEC Manager to oversee Health, Safety, Environment and Community (HSEC) matters for a mining operation in South Kivu, DRC.

The position will be responsible for ensuring that HSEC systems, procedures and practices are effectively implemented across site operations, while supporting compliance with applicable DRC legislation, international standards and good industry practice.

The ideal candidate will have a strong environmental background, combined with practical experience in mining or other high-risk industrial environments. Candidates from South Kivu are preferred; however, applications from suitably qualified Congolese candidates from other parts of the DRC are also welcome.

Key Responsibilities

Health, Safety & Environment

  • Lead the implementation and continuous improvement of HSEC policies, procedures and management systems.
  • Ensure compliance with applicable DRC HSEC legislation, permits, standards and regulatory requirements.
  • Conduct regular HSEC inspections, audits, risk assessments and compliance reviews.
  • Identify environmental, health and safety risks and develop appropriate mitigation and corrective action plans.
  • Monitor environmental performance, including waste management, water management, pollution prevention, biodiversity and rehabilitation activities.
  • Support incident and accident investigations and ensure corrective and preventive actions are implemented.
  • Promote a strong HSEC culture across the mining operation through training, awareness and engagement.
  • Maintain accurate HSEC records, reporting systems and performance indicators.
  • Prepare regular HSEC reports for management and relevant stakeholders.

Environmental Management

  • Oversee the implementation of environmental management plans and monitoring programmes.
  • Ensure mining activities are conducted in accordance with environmental permits and commitments.
  • Monitor environmental impacts associated with mining operations and recommend appropriate mitigation measures.
  • Support environmental inspections, monitoring campaigns and regulatory engagements.
  • Contribute to environmental audits, assessments and reporting.

Community & Stakeholder Engagement

  • Support constructive engagement with local communities and relevant stakeholders on HSEC-related matters.
  • Assist in managing community concerns and environmental or social grievances related to site activities.
  • Work closely with operational teams and local stakeholders to promote responsible mining practices.

Team Leadership

  • Supervise and provide technical guidance to HSEC personnel and contractors.
  • Develop HSEC competencies through coaching, training and awareness programmes.
  • Promote accountability for HSEC performance across all levels of the organisation.

Qualifications & Experience

  • Bachelor's degree or equivalent qualification in Environmental Science, Environmental Management, Environmental Engineering, Occupational Health & Safety, or a related discipline.
  • 5–10 years of relevant professional experience, preferably within the mining sector or another high-risk industrial environment.
  • Demonstrated experience in environmental management, with a strong understanding of environmental compliance and monitoring.
  • Previous experience in a HSEC management or supervisory role is highly desirable.
  • Mining experience, particularly mining, will be strongly valued.
  • Good knowledge of HSEC management systems, risk assessment and incident investigation.
  • Familiarity with applicable DRC environmental, health and safety requirements.
  • Knowledge of international HSEC standards and good industry practice is an advantage.
  • Strong leadership, communication and stakeholder-management skills.
  • Ability to work effectively in a remote mining environment.

Preferred Profile

  • Congolese nationality, with candidates from South Kivu particularly encouraged to apply.
  • Strong environmental qualification and professional background.
  • Previous experience working in South Kivu or the wider DRC is an advantage.
  • Practical, field-oriented approach with the ability to work closely with operational teams.
  • Strong ability to manage priorities and work independently in a challenging site environment.

Location

The position is based in South Kivu, DRC, approximately 250 km south of Bukavu and 180 km north of Kalemie.
