OSC EdgeTech, LLC is seeking a talented Intermediate Business Development Professional to join the OSC EdgeTech team. 


OSC EdgeTech is a wholly owned subsidiary of Cook Inlet Region, Inc. (CIRI), an Alaska Native Corporation proudly owned by over 9,400 Shareholders. OSC EdgeTech was created to deliver agile, responsive IT solutions to meet the evolving needs of federal and defense customers. Cook Inlet Region, Inc., also known as CIRI, is one of 12 land-based Alaska Native regional corporations created pursuant to the Alaska Native Claims Settlement Act (ANCSA). CIRI’s regional boundaries roughly follow the traditional Dena’ina territory of Southcentral Alaska. Position Overview

The Intermediate Business Development Professional will spearhead growth within the Federal, DoD and commercial sectors. This role will focus on strategically targeting Federal agencies such as the United States Army, the Defense Information Systems Agency (DISA), Navy, Airforce, Department of Justice, Department of Energy, the United States Space Command, Customs and Border Patrol in the Department of Homeland Security. This position is instrumental in identifying, rigorously qualifying, and successfully closing new business opportunities. In addition, this position will provide invaluable strategic insights into sales, capture and the leadership team, contributing to the development of innovative, cost-effective solutions that deliver exceptional customer service outcomes.


Major Activities

  • Develop and execute a comprehensive BD strategy that aligns with corporate growth goals and objectives.
  • Shape and influence requirements early in the acquisition cycle to align with OSC Edge’s capabilities.
  • Manage the full BD lifecycle: opportunity identification, capture strategy, proposal support, and contract transition.
  • Establish and maintain trusted relationships with DoD and Government decision-makers, industry partners, and integrators.
  • Collaborate cross-functionally with internal departments and leadership teams to ensure customer success.
  • Deliver weekly updates and progress reports, as required.
  • Contribute to the evolution of BD processes, including CRM, formal capture, and proposal workflows.
  • Responsible for developing, forecasting, and capturing new opportunities and maintaining relationships with new and existing customers.
  • Identify strategic inflection points in the marketplace for core and non-traditional business initiatives.
  • Develop and present compelling strategic and business growth opportunities that may include market and competitive analysis.
  • Monitor key government portals, notices and postings on a daily basis to identify strategic and tactical fit opportunities for Go/No-Go consideration.
  • Perform other duties as assigned and as appropriate.

  • Understand OSC EdgeTech and mission, values and strategic focus areas and incorporate knowledge into daily activities.
  • Ability to identify, qualify, pursue, and capture small and large-scale Federal and DoD contract opportunities.
  • Strong knowledge of POM processes and contracting vehicles (e.g., IDIQ).
  • Ability to develop, maintain, and foster effective working relationships with customers to support business objectives and ensure customer satisfaction.
  • Strong analytical, problem-solving, and business judgment skills, with the ability to evaluate market trends, competition, and customer needs.
  • Ability to provide business case development and opportunity shaping for future growth.
  • Ability to work efficiently and effectively, manage multiple priorities, and meet competing deadlines.
  • Ability to take initiative, identify opportunities, and drive results that exceed performance expectations and support business growth objectives.
  • Strong interpersonal skills: ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
  • Superior organizational, follow-up, and detail-oriented skills.
  • Self-motivated and goal-oriented, with the ability to work independently and collaboratively, with minimal supervision.
  • Excellent written and verbal communication skills; including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills.
  • Proficient using Microsoft Office products, such as Word, Excel and PowerPoint, and industry-standard computer software and databases.
  • High degree of sensitivity regarding confidential information.


Physical Abilities

  • Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
  • Ability to work in confined rack spaces.
  • Visual and communications ability are adequate to perform the essential functions of the job.
  • Ability to kneel, bend and twist at the waist on an occasional basis.
  • Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
  • Ability to push, pull, carry and lift objects weighing up to 10 pounds on a regular basis, and greater weights on an occasional basis.

Minimum Qualifications

  • High School Diploma or GED equivalent; associate’s degree or higher preferred.
  • Five or more years of experience in business development, capture management, or sales within the Federal Government and/or Department of Defense (DoD) information technology market.
  • Experience developing and executing market-entry and growth strategies.
  • Experience identifying, qualifying, pursuing, and capturing small and large-scale Federal and DoD contract opportunities, preferably in the information technology sector.
  • Demonstrated experience working with POM processes and contracting vehicles (e.g., IDIQ).
  • Experience building relationships with federal acquisition offices and collaborating with subcontractor and prime Federal Contractors
  • Experience pursuing tactical, operational, and strategic business development opportunities.
  • Must be willing and able to travel up to 25%
  • Active Secret security clearance, or the ability to obtain and maintain one, as required.
