Job description

Description:
The Program Principal, Business Operations will serve as the primary business and operations lead for a multi-year core administration system transformation. This position is accountable for end-to-end coordination and delivery across key operational domains, including Enrollment, Billing, Claims, Provider Operations, Clinical Operations, Finance, Correspondence, Fulfillment, and Shared Services.

Reporting directly to the Corporate Vice President of Operations, the Program Principal will partner closely with business leaders, the Program Management Office, IT, and the vendor implementation team to deliver a process-led, outcomes-focused transformation.
This position will ensure business deliverables are completed on schedule and meet quality expectations, risks and dependencies are actively managed, teams remain aligned, and the organization is prepared for testing, cutover, go-live, and post-implementation stabilization.

What You Will Do:
  • Lead business-side execution of the core administration system transformation across all operational domains.
  • Serve as the primary coordination point among business leaders, IT, the PMO, system integrators, and implementation vendors.
  • Drive integrated business planning, milestone tracking, dependency management, and readiness activities across Enrollment, Billing, Claims, Provider Operations, Clinical Operations, Finance, Fulfillment, Correspondence, and Shared Services.
  • Partner with operational leaders to translate future-state processes into clear requirements, design decisions, and adoption plans.
  • Promote process improvement and prevent lift-and-shift approaches that carry outdated processes into the new platform.
  • Manage cross-functional risks, issues, dependencies, and decisions, escalating concerns with clear options and recommendations when needed.
  • Lead business-readiness activities, including change management, training coordination, testing preparation, cutover planning, parallel runs, and post-go-live stabilization.
  • Provide clear executive-level updates regarding progress, risks, dependencies, decisions, and operational readiness.
  • Collaborate closely with the Program Management Office to manage milestones, critical-path activities, risks, and business deliverables.
  • Coach and align cross-functional teams to support disciplined execution and accountability.
  • Actively support the achievement of SCAN’s vision and goals.
  • Demonstrate curiosity about artificial intelligence and its potential to transform operations and improve service to members.
  • Perform other duties as assigned.
You Will Be Successful If:
  • You can lead complex, cross-functional business programs across multiple teams, operational domains, vendors, and senior stakeholders.
  • You are comfortable operating in ambiguity and can turn complex challenges into clear plans, decisions, and actions.
  • You can keep business deliverables on schedule while maintaining quality and actively managing risks and dependencies.
  • You can align future-state business processes with system requirements and implementation decisions.
  • You communicate program status, risks, recommendations, and readiness clearly to executive leadership.
  • You can prepare an organization for testing, training, cutover, go-live, and stabilization.
  • You exercise strong judgment and drive timely decision-making across business and technical teams.
What You Will Bring:
  • Bachelor’s degree or equivalent professional experience.
  • A minimum of five to seven years of related experience.
  • At least 10 years of experience leading complex, cross-functional business programs, preferably within healthcare, insurance, or another highly regulated operational environment.
  • Active Project Management Professional (PMP) certification.
  • Proven experience serving as a senior business lead for large-scale system implementations or core platform transformations.
  • Required end-to-end QNXT implementation experience.
  • Strong understanding of Medicare Advantage operational domains, including Enrollment, Claims, Billing, Provider Operations, Clinical Operations, Fulfillment, and Finance.
  • Proven ability to operate effectively in ambiguous environments, align senior stakeholders, and drive execution across multiple teams and vendors.
  • Strong executive communication, presentation, judgment, and decision-management skills.
