Background

The African Union's Africa Leadership Meeting (ALM) agenda represents a significant continental commitment to strengthen health financing across Africa. As part of implementing this agenda, Health Systems Insight (HSI), with support from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), is supporting preparations for National Health Financing Dialogues (NHFDs) across several African countries.


In Eswatini, HSI will develop a Health Financing Landscape Report to inform the National Health Financing Dialogue and the Ministry of Finance. The report will be structured around the four pillars of the African Union's ALM framework:
• More Money for Health
•More Health for the Money
•Equity and Financial Protection
•Leadership, Governance and Coordination


HSI's global technical team will provide the overall technical framework and structure for the Health Financing Landscape Report, technical guidance throughout the assignment, quality assurance, and overall project management. HSI seeks an Eswatini-based consultant to collect and synthesize relevant information, prepare the initial draft of the report, revise the report based on HSI's technical feedback, and design and conduct key informant interviews (KIIs) to validate findings and inform the final report. The consultant will also facilitate stakeholder engagement and coordination in support of the National Health Financing Dialogue

Level of Effort (LOE): 40 days


Consultant Responsibilities
The consultant will support HSI by facilitating stakeholder engagement and coordination, leading information gathering and validation activities, and contributing to the successful preparation of Eswatini's National Health Financing Dialogue (NHFD). The consultant will report to HSI’s Program Director, Matt Boxshall.


The consultant will support HSI to achieve the following key objectives:

Objective 1: Support development and refinement of the Health Financing Landscape Report

  • Identify and obtain relevant national health financing documents, policies, strategies, and analytical reports.
  • Provide country-specific technical expertise related to Eswatini's health financing system, policy environment, governance arrangements, and reform priorities.
  • Produce the first draft of the Health Financing Landscape Report and revise it in response to HSI's feedback.
  • Identify evidence gaps requiring further validation.
  • Review and provide technical comments on draft reports, presentations, and other dissemination materials prepared by HSI.
  • Contribute country-specific recommendations that strengthen the report's findings and policy recommendations.
  • Support refinement of stakeholder mapping and identification of priority stakeholders for consultation.

Objective 2: Support stakeholder engagement and preparation for the National Health Financing Dialogue

  • Coordinate and schedule key informant interviews with government, development partners, civil society organizations, academia, and private sector stakeholders.
  • Conduct approximately 10–15 key informant interviews using interview guides developed in partnership with HSI.
  • Prepare concise summaries of each interview highlighting key findings and recommendations.
  • Facilitate communication between HSI and national stakeholders throughout implementation.
  • Support implementation of HSI's stakeholder engagement plan.
  • Participate in stakeholder validation meetings and document stakeholder feedback.
  • Support validation of report findings and recommendations.
  • Provide regular updates to HSI regarding stakeholder engagement activities, emerging policy developments, and implementation risks.
  • Support planning activities leading up to the National Health Financing Dialogue.


Required Qualifications

  • Master's degree (or higher) in Health Economics, Health Financing, Public Health, Health Policy, Business Administration, or another relevant discipline.
  • Demonstrated experience working on health financing in Eswatini.
  • Strong understanding of Eswatini's health financing system and current policy environment.
  • Existing professional relationships with the Ministry of Health, Ministry of Finance, development partners, and other key health sector stakeholders.
  • Experience conducting stakeholder consultations and qualitative interviews.
  • Strong analytical, writing, and communication skills.
  • Experience reviewing policy documents or contributing to health financing analyses.
  • Excellent written and spoken English.
