Talent Acquisition Specialist

Location: Philippines

Work Schedule: Monday–Friday, 8:00 AM–5:00 PM Eastern Time
Pay Rate: $5-$6 per hour, based on experience and qualifications

Build strong candidate pipelines, improve hiring efficiency, and support workforce needs across multiple organizations.


Enterprise Management Solutions, Inc. is seeking an experienced Talent Acquisition Specialist to manage full-cycle recruitment activities for the company and its contracted customer organizations.


This role is ideal for a proactive recruitment professional with experience in candidate sourcing, applicant screening, interview coordination, offer preparation, and onboarding. The Talent Acquisition Specialist will support hiring for healthcare, behavioral health, human services, administrative, facilities, food service, and other operational positions.


This is a Philippine-based remote position that follows Eastern Time business hours. It is not a U.S.-based position.


Key Responsibilities

Recruitment and Candidate Management

  • Post and maintain job openings across applicant tracking systems, career pages, and approved recruitment platforms.
  • Review and screen applicants daily, reject unqualified candidates, and maintain qualified candidate pools for current and future vacancies.
  • Conduct phone screenings, candidate assessments, and preliminary interviews.
  • Coordinate interviews with hiring managers, department leaders, and executive team members.
  • Maintain active recruitment pipelines for high-volume, credential-sensitive, and difficult-to-fill positions.
  • Respond to applicant inquiries and provide timely updates throughout the hiring process.


Offers, Pre-Employment, and Onboarding

  • Draft and issue approved offer letters, employment agreements, and contractor agreements.
  • Coordinate reference checks, background screenings, drug testing, and other pre-employment requirements.
  • Schedule onboarding and orientation activities in coordination with HR and department leadership.
  • Assign appropriate supervisors and lifecycle liaisons to new hires and document assignments in internal tracking systems.
  • Coordinate required HRIS, payroll, compensation, and caseload updates for new hires and separated personnel.
  • Support onboarding and off-boarding workflows for positions assigned to the Talent Acquisition Specialist.


Staffing Partnerships and Reporting

  • Maintain a centralized list of approved staffing agencies and coordinate agency support for urgent or temporary staffing needs.
  • Develop relationships with universities, training programs, licensing boards, professional organizations, and community partners.
  • Represent the company at job fairs, career events, and recruitment outreach activities when assigned.
  • Maintain accurate applicant records, interview notes, recruitment trackers, and hiring documentation.
  • Prepare weekly recruitment reports and provide hiring updates to HR leadership.
  • Monitor time-to-fill, applicant volume, sourcing effectiveness, candidate conversion, and turnover trends.


Compliance and HR Support

  • Collaborate with compliance and credentialing personnel to confirm that candidates meet education, licensing, certification, and experience requirements.
  • Maintain confidentiality of applicant, employee, client, financial, and organizational information.
  • Support recruitment-related audits, regulatory surveys, quality assurance activities, and process improvement initiatives.
  • Assist with updating job descriptions, hiring forms, career pages, recruitment templates, and internal procedures.
  • Participate in HR meetings, training sessions, policy rollouts, and special projects.
  • Complete other work-related assignments requested by the supervisor and demonstrate a hands-on approach to assigned responsibilities.


Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field preferred.
  • Minimum of two years of recruiting or talent acquisition experience required.
  • Experience managing full-cycle recruitment, including sourcing, screening, interviewing, offer preparation, and onboarding.
  • Experience using applicant tracking systems, HRIS platforms, job boards, and virtual communication tools.
  • Experience recruiting in healthcare, behavioral health, human services, nonprofit, or other regulated environments strongly preferred.
  • Experience recruiting for Maryland-based healthcare or behavioral health positions is a plus.
  • SHRM certification or another recognized HR or recruitment certification preferred.
  • Ability to work Monday through Friday from 8:00 AM to 5:00 PM Eastern Time.
  • Reliable computer equipment, high-speed internet access, and a professional remote workspace required.
  • Ability to successfully complete required background and reference checks.

  • Ability to manage multiple vacancies and competing deadlines in a fast-paced environment.
  • Strong attention to detail and commitment to accuracy and confidentiality.
  • Familiarity with healthcare licensing, credentialing, and compliance-sensitive recruitment.
  • Proficiency with applicant tracking systems, HRIS platforms, Google Workspace, Microsoft Office, and virtual communication tools.
  • Ability to work independently while collaborating effectively with remote teams, managers, and executives.
  • Strong initiative, problem-solving ability, and willingness to complete assigned work directly.
