Oracle Fusion Developer

Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking an Oracle Fusion Developer to work for our company.

Summary:

• Client Agency is Defense Logistics Agency
• Proficiency in Oracle EBS R12 or higher platform.
• Develop roadmap, design, implementation strategy to establish a Oracle SaaS Fusion ERP Finance and Accounting environment for A2R and USSGL.
• Must be forward thinking to ensure keeping pace with current Oracle EBS trends in support of roadmap development and communication.
• Provides enterprise-level systems engineering leadership for the design and integration of US Standard General Ledger (USSGL) / Accounting Treatment Manual (ATM) and Acquire-to-Retire(A2R) solutions across Oracle EBS and external asset/logistics systems (e.g., ELMS/DPAS).
• Ensures scalable, secure, and auditable asset lifecycle processing by enabling seamless data flows, automation of capitalization processes, and alignment with DoD standards for financial accuracy and traceability. 
• Lead end-to-end systems engineering for USSGL/ATM and Acquire-to-Retire(A2R) across Oracle EBS (Projects, Fixed Assets, Inventory, GL) and external systems (ELMS/DPAS, APSR, logistics platforms).
• Define and oversee integration architecture of asset data flows between logistics and financial systems and real-time and batch processing interfaces.
• Ensure asset lifecycle traceability Acquisition → CIP/WIP → Capitalization → Depreciation → Retirement.
• Establish enterprise data models and integration frameworks for asset valuation and Cost accumulation and transfer.
• Lead design and implementation of Global Capitalization Interface and automation for bulk capitalization and journal processing.
• Drive reduction of Manual processes, material misstatements and timing delays in asset accounting.  
• Ensure compliance with DoD financial and logistics standards (DLMS, CTAS where applicable) and audit requirements (FIAR, valuation, completeness).
• Lead resolution of integration issues and data inconsistencies across systems.
• Guide development teams on RICE-FW integration patterns and interface control and data validation mechanisms.
• Lead system integration testing strategy and performance validation.
• Support audit readiness, reconciliation, and reporting accuracy.
• Provide leadership for Agile/SAFe and DevSecOps adoption. 

Requirements:

• Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC). (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
• Ten (10) years of experience of experience with systems engineering and software development.
• Must be proficient in Oracle EBS R12 or higher platform experience.
• Handson experience with transforming traditional Oracle EBS on-premise and OCI environments into an Oracle Fusion Cloud ERP Application environment.
• Experience with implementing Oracle Accounting Hub (OAH).
• Must be forward thinking to ensure keeping pace with current Oracle EBS trends in support of roadmap development and communication.
• Relevant certification from a nationally recognized technical authority.
• Strong experience with oracle EBS (Projects, Fixed Assets, Inventory) or similar ERP systems and system integration and enterprise data flow design. 
• Experience designing and integrating asset management and financial systems.
• Experience with Data modeling, interface design, and large-scale system integration and BI/reporting tools for asset and financial analytics.
• Understanding of Asset lifecycle processes (A2R, CIP/WIP, capitalization).
• Experience ensuring Data accuracy, auditability, and traceability.
• Experience working with and in an Oracle Cloud Infrastructure (OCI) environment (Preferred) including AI/ML Cloud tools, DISA AWS and Google GovCloud.
• Experience working in Agile/SAFe and DevSecOps environments.
• Excellent oral and written communication skills.

Preferred Requirements:

• Experience with DAI / Oracle Federal Financials.
• Familiarity with DPAS / ELMS or other APSR systems and DLMS, CTAS, or DoD logistics standards.
• Experience designing capitalization automation and asset accounting integrations.
• Understanding of FIAR audit requirements and NFR remediation.
