Job Description

AECOM is seeking a highly motivated Civil Underground Utility Design Engineer to support the planning, design, coordination, and implementation of underground utility infrastructure projects. This role is primarily a civil engineering position focused on underground pathway design, utility corridors, duct banks, utility crossings, and associated civil infrastructure.

The successful candidate will have practical experience developing buildable underground utility designs for electric, water, wastewater, telecommunications, or other buried infrastructure systems. Telecommunications experience is helpful, but not required. The strongest fit is a civil design professional with hands-on experience creating underground pathway layouts, reviewing plan-and-profile drawings, coordinating utility conflicts, and supporting permitting and construction delivery.

This position requires strong proficiency with Autodesk Civil 3D for developing, reviewing, and validating engineering design packages throughout the project lifecycle. A Professional Engineer (PE) license is preferred.

This is a fully remote position requiring collaboration with multidisciplinary engineering teams, utility owners, permitting agencies, municipalities, transportation agencies, and construction personnel across multiple geographic regions.

The responsibilities of this position include, but are not limited to:

Underground Utility Infrastructure Design

  • Develop and review civil engineering designs for underground utility systems and utility corridor projects.
  • Design underground pathways, duct banks, trenches, utility crossings, access structures, conduit systems, and related civil infrastructure.
  • Evaluate utility routes and develop buildable alignments for greenfield and brownfield projects.
  • Incorporate utility conflicts, right-of-way constraints, environmental considerations, agency requirements, and permitting conditions into design solutions.
  • Prepare construction drawings, plan-and-profile sheets, details, specifications, exhibits, and permit packages.
  • Support utility relocation planning, pathway optimization, and coordination between proposed and existing infrastructure.

Civil 3D Design and Engineering Modeling

  • Use Autodesk Civil 3D to develop and review alignments, profiles, surfaces, corridors, grading, utility layouts, and civil design models.
  • Generate and validate plan-and-profile drawings, utility exhibits, quantity takeoffs, design calculations, and project deliverables.
  • Analyze conflicts between proposed underground utility pathways and existing subsurface or above-ground infrastructure.
  • Integrate survey data, GIS information, LiDAR, utility records, as-builts, and field information into engineering models.
  • Support digital engineering workflows and model-based delivery practices.

Engineering Review and Quality Assurance

  • Perform technical reviews of civil utility design packages and engineering deliverables.
  • Verify compliance with client standards, utility owner requirements, agency criteria, and industry best practices.
  • Review depth of cover, utility separations, crossings, access spacing, corridor configurations, constructability, and maintainability.
  • Identify design risks, utility conflicts, constructability issues, and deficiencies, and provide clear recommendations for resolution.
  • Support quality management reviews and continuous improvement of design delivery standards.

Utility Coordination and Permitting

  • Coordinate with utility owners, municipalities, transportation agencies, permitting authorities, and project stakeholders.
  • Support utility conflict resolution, utility relocation planning, and agency coordination throughout design and construction.
  • Assist with permit applications, design exhibits, agency comments, and regulatory review responses.
  • Participate in design review meetings, utility coordination meetings, and constructability workshops.

Construction and Implementation Support

  • Provide engineering support during construction and implementation activities.
  • Review contractor RFIs, submittals, field modifications, and change requests.
  • Evaluate field conditions and recommend practical civil engineering solutions.
  • Support as-built documentation, redline review, and project closeout activities.

Qualifications

Minimum Requirements

  • Bachelor's Degree in Civil Engineering, Engineering Technology, or a related discipline plus 2 years of relevant experience or demonstrated equivalency of experience and/or education.
  • Experience with Autodesk Civil 3D is required.
  • Experience developing civil engineering plans or underground utility designs.

Preferred Qualifications

  • Professional Engineer (PE) license preferred; Engineer-in-Training (EIT) certification is desirable.
  • Experience designing underground utility pathways, utility corridors, duct banks, utility crossings, utility relocations, or buried infrastructure systems.
  • Background in civil infrastructure, electric distribution, water/wastewater utilities, municipal utilities, transportation utilities, telecommunications, or other utility design environments.
  • Strong working knowledge of Autodesk Civil 3D, AutoCAD, ArcGIS, Bluebeam Revu, Bentley OpenRoads, or similar engineering platforms.
  • Experience interpreting engineering drawings, specifications, survey data, utility records, and construction documents.
  • Working knowledge of utility coordination, right-of-way requirements, permitting processes, and agency review procedures.
  • Experience performing utility conflict analysis, subsurface utility coordination, constructability reviews, quantity takeoffs, and cost estimating.
  • Familiarity with DOT requirements, utility accommodation policies, municipal design standards, and common underground utility design practices.
  • Experience supporting transportation, municipal, utility, industrial, energy, data center, broadband, or large infrastructure projects.
  • Telecommunications or fiber optic OSP design experience is helpful but not required.
