Description of Work
Positions in this class plan, coordinate, direct, monitor and manage the workflow for one or more of the three banking units of the State of North Carolina centralized banking system: the two units in Banking Operations (Special Banking Services Unit and Disbursement Account Services Unit) or one unit in the Bank Reconciliation Unit. All of these units are part of the Financial Operations Division (FOD) of the Department of State Treasurer (DST). The FOD is responsible for the efficient and prudent management of State held assets and is comprised of six areas, two of which are Banking Operations and Bank Reconciliation. The successful operations of these units serve all State agencies, community colleges and local schools and are managed by positions in the class Banking Manager II.Knowledge Skills and Abilities/Management Preferences

Do you have an extensive background in Banking Operations? Do you enjoy problem solving? Can you be a contributing member of a team? If so, the Department of State Treasurer's Financial Operations Division has a position for you as a Bank Reconciliation Manager.
The Financial Operations Division of the NC Department of State Treasurer (DST or Department) is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting.
The Banking Director oversees Banking Operations and Bank Reconciliation. The Bank Reconciliation Manager reports to the Banking Director and is responsible for reconciling all of the State Treasurer's bank accounts as well as reconciling budget code balances between the Office of State Controller and DST. Duties in this position are considered essential to banking operations for
the State of NC. This may require mandatory, on site work during adverse or crisis situations. Essential duties are a condition of continued employment.
This position will:
Provide oversight for the timely reconciliation of over 800 State Treasurer bank accounts as well as budget codes. Interacts daily with other divisions within the Department and numerous state agencies to fulfill its accountability and compliance responsibilities.
Provides oversight for the timely reconciliation of State Treasurer bank accounts and meets with agency fiscal staff to identify ways to improve financial operations and compliance with banking policies and procedures.
Supervise and coach a staff of three and resolve any staffing and customer service issues.
Serve as the Financial Operations Division's Continuity of Operations ("COOP") Coordinator. Coordinate updates to COOP related resources for the division and serve as liaison to the Department COOP lead.
Serve as the primary back-up to the division's IT Liaison. Communicate changes in IT practices or updates to the division. Communicate division system issues to IT and track to resolution.
KNOWLEDGE, SKILLS AND ABILITIES:
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
Ability to communicate effectively and disseminate information to senior management.
Strong interpersonal skills, excellent verbal and written communication skills and high ethical standards.
Knowledge of human resources practices.
Knowledge of professional banking/credit union theory, techniques, practices and procedures and may require knowledge of internal control, financial or bank auditing; skills in applying this knowledge.
Thorough knowledge of Federal/State policies. Partners with the Office of State Controller to monitor compliance with cash management requirements.
Extensive knowledge of banking and cash management.
Ability to analyze and evaluate complex banking, financial and operational transactions and performance data.
Management Preferences:
Ten years overall professional work experience.

Salary Range - $57,983 - $101,470

The minimum Education and Experience is a bachelor’s degree in banking, finance, business administration, business systems management or a related discipline from an appropriately accredited institution and four years of management experience in the field of banking, credit union, or financial services including two years of progressive experience in the field of banking; or an equivalent combination of education and experience.
