Job description

Job Summary:

We are seeking an experienced Project Manager to support the VHA AI Education Hub (TOPR 0032), a forward-leaning initiative within the Veterans Health Administration focused on advancing artificial intelligence literacy and education across one of the nation's largest integrated healthcare systems. In this role, you will serve as the primary contractor point of contact for all VHA stakeholder requests, overseeing the full lifecycle of a large-scale, multi-project program that directly supports VA's mission to deliver timely, high-quality care to Veterans through innovation and workforce enablement.

The ideal candidate is a seasoned program leader who thrives in complex federal healthcare environments, brings a structured yet adaptive approach to managing competing priorities, and communicates with clarity and confidence across both technical and executive audiences.

Primary Responsibilities:

Serve as the single point of contact (SPOC) for all VHA stakeholder requests, contractor performance matters, and subject matter expert (SME) coordination across the AI Education Hub program.

Plan, initiate, execute, monitor, and formally close out all program workstreams and subordinate projects in alignment with VHA mission objectives, contract requirements, and approved performance work statement deliverables.

Develop and maintain comprehensive program management artifacts including integrated master schedules, risk registers, status reports, and corrective action plans to ensure on-time, on-budget delivery.

Lead regular program status meetings with VHA Contracting Officer Representatives (CORs) and government stakeholders, presenting progress updates, performance metrics, issue logs, and mitigation strategies.

Coordinate and manage cross-functional contractor teams and subject matter experts supporting AI education content development, training delivery, and technology integration activities across VHA facilities and programs.

Ensure program compliance with federal acquisition regulations, VA information security policies, and applicable VHA directives, proactively identifying and escalating risks that could impact contract performance or Veteran-facing outcomes.

Minimum Qualifications:

Minimum 4 years of experience planning, initiating, managing, executing, and closing out programs in support of a large corporation or government agency, preferably a large healthcare organization.

Bachelor's degree (BA/BS) in Business Administration, Healthcare Administration, Information Technology, or a related field required.

Demonstrated experience supporting federal agency clients or large-scale government programs, with preference given to candidates with direct VA, VHA, or federal healthcare contracting experience.

Ability to obtain and maintain a VA Position of Public Trust designation; must be eligible to access VA systems, networks, and facilities in accordance with VA security and privacy requirements.

Must be authorized to work in the United States without sponsorship, now or in the future, in compliance with federal contractor employment eligibility requirements.

Active Project Management Professional (PMP) certification or equivalent certification of comparable rigor and quality (e.g., PgMP, FAC-P/PM, DAWIA PM Level III) required.

Desired Qualifications:

• Prior experience supporting a VA or VHA program office, ideally within a digital health, AI/ML, education, or workforce transformation initiative. • Familiarity with VA enterprise systems, VHA organizational structure, and federal health IT governance frameworks (e.g., FISMA, VA Handbook 6500). • Experience managing programs that involve AI, emerging technology adoption, or large-scale training and education delivery within a healthcare setting. • Knowledge of federal acquisition and contracting processes, including performance-based contracting and TOPR/IDIQ task order execution. • Proficiency with project management platforms (e.g., MS Project, Jira, ServiceNow) and federal reporting tools used in government program oversight environments.
