About the Position

PATH seeks a Consultant - Public Health Systems Specialist to provide strategic, technical, and programmatic expertise for TB-related initiatives in India. The consultant with expertise in tuberculosis, health systems strengthening, programme strategy will provide technical leadership and specialist inputs to support the design, planning and review of TB programme strategies and interventions for preparing concept notes and proposals.

Responsibilities: 

  • Provide strategic and technical expertise in tuberculosis, public health systems strengthening, digital health, and programmatic approaches to improve TB outcomes.
  • Review and synthesize evidence from policies, guidelines, research, programme documents, stakeholder consultations, and implementation experiences to inform technical and strategic decision-making.
  • Support proposal development and technical writing by drafting and reviewing technical narratives, concept notes, programme descriptions, and other strategic documents.
  • Ensure quality assurance across all technical deliverables by consolidating inputs from multiple stakeholders, maintaining technical accuracy, and translating complex public health concepts into clear, actionable, and audience-appropriate outputs.
  • Facilitate technical discussions and consultations to inform programme design and implementation.
  • Perform any other documentation or proposal-support tasks assigned by the designated technical/project lead.

Education Qualification, Experience and Required Skills

  • MBBS or equivalent medical degree, with a Master's degree or higher in Public Health, Health Systems Management, Epidemiology, Health Policy, Health Informatics, Digital Health, Community Medicine, or a related discipline. The reference profile includes an MBBS and MSc in Public Health (Health Services Management).
  • Minimum 10 years of progressively responsible experience in public health programmes, health systems strengthening, technical assistance, programme design, strategy development, or implementation support.
  • Demonstrated expertise in tuberculosis, infectious diseases, public health systems, and health programme implementation, preferably within government or development-sector settings.
  • Experience working with national and sub-national government health systems, development partners, multilateral agencies, academic institutions, and implementing organizations.
  • Proven experience in developing strategic plans, operational frameworks, technical guidance, policy documents, programme reviews, and capacity-strengthening initiatives.
  • Strong understanding of surveillance systems, monitoring and evaluation, digital health, data use, evidence-informed decision-making, and health systems strengthening approaches.
  • Demonstrated ability in technical writing, proposal development, technical reviews, knowledge management, scientific publications, and preparation of high-quality public health knowledge products.
  • Excellent analytical, communication, stakeholder engagement, and interpersonal skills, with the ability to synthesize complex technical information and deliver high-quality outputs within tight timelines.
